Job Summary

We are seeking a highly skilled and experienced Highway Foreman to join our team at Frederick County, Inc. As a key member of our Highway Operations department, you will be responsible for planning, organizing, and supervising the construction and maintenance of highway projects, bridges, and associated structures.

Key Responsibilities
  • Plan, organize, and assign work for highway projects, bridges, and associated structures
  • Supervise and direct the work of assigned crew members
  • Perform bridge construction work, road construction and maintenance, and tree trimming and brush cutting
  • Supervise private contractors working on roadway projects
  • Obtain necessary permits for pipe installations, gabion projects, and imbricated Rip Rap jobs
  • Train new employees in all phases of crew-related issues
  • Inspect job sites to address safety issues and determine materials needed
  • Correct safety issues and enforce safety rules and accident prevention procedures
  • Promptly respond to citizen inquiries and complaints regarding highway work
  • Maintain current lists of roadways in need of upgrade or repair
  • Assess and schedule needed road work, bridge repair, pipe replacement, tree trimming, mowing, shoulder repair, guardrail maintenance, pesticide application, headwall repair, ditch cleaning, and other roadway maintenance issues
  • Establish and maintain safe work zones
  • Promptly report and document information pertaining to accidents, incidents, and injuries
  • Work with other offices within DPW and other divisions to achieve common goals
  • Prepare and maintain manual and computerized reports and forms
  • Supervise snow removal operations
  • Contact Miss Utility to locate underground utilities prior to excavation
  • Perform basic maintenance, minor repairs, and adjustments on equipment and vehicles
  • Inspect roadway markings to ensure they meet SHA standards
  • Install signage to comply with the latest edition of the Manual of Uniform Traffic Control Devices
  • Delegate work assignments to Assistant Foremen
  • Perform other related duties as required
Requirements
  • High school graduation or equivalent
  • Minimum 5 years of work experience in highway or bridge construction and/or maintenance, or tree trimming and brush cutting
  • Minimum 3 years of work experience operating equipment used in road, bridge, and/or tree maintenance
  • Minimum 2 years of related supervisory or directing the work of others in a team environment experience
  • Valid Maryland Commercial class B driver's license with air brake endorsement
  • Current Erosion and Sediment Control certification
  • Successful completion of OHSA Outreach Training Program 30-hour construction industry training
  • Ability to maintain County Authorized Driver privileges
  • Ability to pass a Maryland state-approved traffic flagging course when assigned
  • Ability to obtain and maintain Frederick County Forklift training certification
  • Ability to successfully complete continuing education/training courses as needed in relation to safety issues, new equipment, regulations, etc.
Preferred Qualifications
  • Current certification in CPR and First Aid
  • Current MD Roadside Tree Care certification
  • Possession of a Maryland Commercial class A driver's license (O/E restriction is acceptable)
  • MDT2 Road Scholar certification
  • Possession of Traffic Control Supervisor certification
  • Possession of tanker endorsement (N endorsement)
  • Additional management training courses or certifications
Working Conditions

While working in this position, the employee is required to constantly sit, walk, climb, stoop, kneel, and crouch, and drive; and frequently lift up to 20 pounds, reach, and perform repetitive motions. The employee is also required to work indoors and outdoors, work in hot temperatures above 100 degrees and cold temperatures below 32 degrees, and be exposed to dirt, dust, and noise.
