Position Overview:

We are in search of a highly skilled MMIS Subject Matter Expert (SME) to assist in evaluating the current state and conducting market analysis for eMedNY business operations and technical aspects. The SME will collaborate closely with internal teams and Department of Health (DOH) representatives to pinpoint existing challenges, define future objectives, and formulate a detailed Procurement Roadmap.

Key Responsibilities:
  • Perform a comprehensive assessment of the current MMIS core system business operations and technical elements through documentation analysis and stakeholder interviews.
  • Guide state agencies in deconstructing the core MMIS system into manageable modules.
  • Offer specialized knowledge on Medicaid Enterprise System (MES) Modules, including Claims Processing, Financial Transition Management, Prior Authorization, Pharmacy Benefit, and Provider Management.
  • Assist in crafting an eMedNY Procurement Roadmap, facilitating collaborative sessions to refine and enhance the roadmap.
  • Identify technical components within eMedNY that can be extracted and transitioned into new, distinct modules.
  • Contribute to market research on MES modules implemented by various states, summarizing their effectiveness and challenges.
Qualifications:
  • Bachelor's degree in Information Technology, Business Administration, or a related field; advanced degree is preferred.
  • A minimum of 10 years of experience in MMIS core system evaluations, Medicaid Enterprise Systems, or related disciplines.
  • Demonstrated experience in assessing MMIS business operations and technical components.
  • Strong grasp of MES modules and their applications within Medicaid systems.
  • Exceptional communication and stakeholder management abilities.
  • Capability to lead and facilitate collaborative sessions with cross-functional teams.
  • Robust analytical and problem-solving skills.
Preferred Qualifications:
  • Prior experience working with state health departments or Medicaid agencies.
  • Familiarity with eMedNY system operations.
  • Experience with a 'Big 4' consulting firm.
