Senior Intelligence Analysis Evaluator

Additional Relevant Information: The contractor must possess a Top Secret (TS) facility clearance and have personnel readily available with security clearance for Sensitive Compartmented Information (TS/SCI). All proposed contractor personnel must hold current clearances based on a Single Scope Background Investigation (SSBI) completed within the last five (5) years. This contract may necessitate access to For Official Use Only (FOUO), Secret, Top Secret, and SCI information.
Job Functions
+ The contractor shall deliver evaluations of analytic tradecraft products, including scores and constructive commentary for each standard, along with a concise written overall assessment for the customer points of contact (POCs).
+ The contractor shall assess, at a minimum, one (1) finished intelligence product each week, limited only by classification access, by providing the following:
+ Evaluate the application of the Intelligence Community (IC) Analytic standards and associated Analytic Tradecraft Standards in the product.
+ Provide appropriate and constructive written feedback/commentary regarding the assessment.
+ Share (in written and/or verbal form) the feedback with producers/authors and relevant management.
+ The contractor shall maintain records of the evaluated products and leverage this information to identify trends and patterns of performance or products, providing feedback and recommendations to the customer based on these findings as follows:
+ The contractor shall submit a quarterly report detailing trends and findings from the evaluations for that quarter, along with recommendations for training and tradecraft mentoring.
+ The contractor shall furnish the customer with an annual assessment of evaluations conducted and the findings, which shall be incorporated into an annual report.
+ The contractor shall develop and provide analytic tradecraft training modules to customer POCs based on the evaluation of the customer's intelligence products. The contractor shall:
+ Create and deliver evaluator training to the appropriate managers as identified by the Program Office.
+ Maintain a roster of trained evaluators and ensure customer Program Managers are aware of the program's status.
+ Develop and provide analytic tradecraft training modules based on the findings and trends that emerge from the evaluation of customer intelligence products.
+ Produce tradecraft aids based on evaluation findings.
Required Qualifications
+ A minimum of 20 years of relevant experience, with over 10 years in analysis within the IC.
+ Significant demonstrated knowledge of IC Analytic Standards (ICDs 203, 206, and 208), analytic tradecraft, methodologies, and experience applying them to resolve intelligence challenges.
+ Proven ability to objectively evaluate IC analytic products using the IC Analytic and Analytic Tradecraft Standards, considering a diverse and complex range of factors in performing evaluations.
+ Demonstrated capability to provide written and verbal assessments and feedback based on these evaluations.
+ Proven ability to deliver effective oral presentations that clearly convey the quality of analysis in a single product or a collection of products to analysts and managers.
+ Demonstrated ability to organize, develop, and present training on the IC Analytic Standards and Analytic Tradecraft.
Optional Qualifications
+ ODNI Analytic Tradecraft Evaluator Certification.
+ Knowledge of the Treasury/TFI mission and economics/financial issues.
