The Carson facility, established in 1999, is a significant player in the polypropylene market, recognized as a leading exporter on the West Coast.

With strategic logistics, the Carson plant efficiently delivers products to customers through various channels, ensuring high-volume export operations.


Purpose of the Role:


The Maintenance and Engineering Manager is tasked with overseeing the safe and effective planning and execution of maintenance operations, including turnaround and capital expenditure planning, equipment assessments, reliability strategies, and management of onsite maintenance contractors.

This position reports directly to the Site Manager.

Key Responsibilities:
The role requires a thorough understanding and application of the INEOS 20 Principles, with a focus on disseminating this knowledge throughout the team.

Responsibility 1:
Achieve all safety, health, and environmental (SHE) objectives while adhering to relevant laws and regulations for manufacturing.
Ensure maintenance tasks align with established SHE policies and regulatory requirements.
Develop and implement a robust inspection and integrity program compliant with all regulations and internal standards.
Facilitate SHE training programs to meet necessary requirements and ensure workforce competency.
Participate in the SHE management system, including incident reporting and corrective action tracking.

Responsibility 2:
Attain reliability and availability targets for the facility.
Formulate and execute a comprehensive reliability strategy.
Implement a measurement system to monitor reliability and understand deviations.
Commit resources to root cause analysis and ensure an effective spares management system.

Responsibility 3:
Maintain the mechanical integrity of assets and protective systems.
Ensure compliance with industry standards and best practices.
Conduct audits to verify adherence to standards and take corrective actions as needed.

Responsibility 4:
Establish effective cost controls to meet financial obligations.
Develop and communicate an annual maintenance budget.
Monitor performance against the budget and address any discrepancies.
Collaborate with procurement to optimize inventory management.

Responsibility 5:
Foster the development of personnel within the Maintenance and Engineering teams.
Clarify roles and performance expectations.
Identify training needs and implement development plans.
Ensure a performance management process is in place and regularly reviewed.

Responsibility 6:
Lead technology and capital expenditure initiatives for the site.
Align with engineering authorities and manage CAPEX processes effectively.
Ensure compliance with engineering policies and guidelines.

Responsibility 7:
Manage contractor relationships effectively.

Oversee contractor management including:
staffing, budgeting, and performance reviews.
Coordinate with external contractors for various support services.
Work with procurement to evaluate contractor performance and maintain quality standards.

Required Qualifications:
A bachelor's degree in engineering or a related field is preferred.
A minimum of 7 years of experience in refining, petrochemicals, or related sectors.

Key Skills & Knowledge:

Proven experience in managing diverse teams in a manufacturing environment.
Experience in maintenance and reliability roles is advantageous.
Demonstrated leadership capabilities and problem-solving skills are essential.
