Construction Inspector II

Job Summary:
The OSP Construction Inspector is responsible for coordinating the design, permitting, material acquisition, construction, and tie-in of outside plant construction projects and programs. This role involves monitoring all aspects of the project and expediting or escalating as necessary to achieve cost, quality, and schedule goals.
Key Responsibilities:
- Manage the post-sale end-to-end service delivery process of SMB Fiber to the premise customer orders, coordinating with all resources required to ensure customer service is activated efficiently and in a timely manner.
- Manage complex circuit installations via SMB Fiber to the premise delivery, working closely with internal departments to ensure continuity of workflow and attainment of customer committed due dates and departmental goals.
- Conceptualize and budget manage projects and programs, including route development, estimate costs, planning, scheduling, and mapping.
- Identify pole ownership, right-of-way, and permit requirements for proposed routes, communicating with city, county, and state permitting agencies.
- Work with private property owners, such as individuals and railroad companies, to secure easements and licenses.
- Collaborate with telephone companies and private building owners to secure building entrance approval and installation of building entrances.
- Recommend contractors and negotiate contracts.
- Develop construction bid documents and bid analysis.
- Complete and secure city, state, and county permit applications.
- Complete pole attachment applications and pole line make-ready review.
- Monitor contractor progress, contractor quality inspection, and timely turnover of assigned projects.
- Ensure Single Source Provider (SSP) meets service level agreements.
- Summarize potential solutions and make logical recommendations to management.
- Read and interpret construction documents, including prints and plans, as well as splicing diagrams used in fiber optics splicing.
- Review preliminary construction prints from right-of-way authorities and determine potential conflicts; attend utility coordination meetings and construction progress meetings as needed.
Requirements:
- Aptitude to learn quickly and adjust rapidly to developing business needs.
- Excellent organizational, detail-oriented, time management, and multi-tasking skills.
- Strong and effective technical communication skills, both verbally and written.
- Ability to analyze problems and priorities and make decisions.
- Ability to provide recommendations for process improvements.
- Ability to be assertive and escalate with various internal departments and external teams as needed to maintain proper workflow for customer orders.
- Strong problem-solving and critical thinking skills.
- Ability to contribute equally as an individual contributor or in a team environment.
- Experience working directly with customers and possess the ability to speak with customers in a professional and empathetic manner.
- Knowledge of Microsoft Office tools, including Excel, Word, and Outlook.
Preferred Qualifications:
- CAD/E, Microstation, AutoCad, or other similar design programs.
- Previous Outside Plant Construction Manager experience.
- Experience working with city, county, and/or state agencies.
- Management of contractor experience.
Education:
College degree in Engineering or a related field and 0-2 years professional-level experience; or 4+ years professional-level related Engineering/Technical experience; or an equivalent combination of education and professional-level related Engineering/Technical experience required.
