Nationwide IT Services is seeking an experienced Cyber Acquisition Expert to support our STAQSS II contract. The successful candidate will be responsible for providing specialized expertise to complement the organization's inherent resources for effective and efficient mission accomplishment and continuity, introduction of innovation, and enhancement of technical competence.

The Cyber Acquisition Expert will directly support Headquarters Air Force, HAF, actions regarding classified Information Operations, Cyber development, and operational systems portfolio. The ideal candidate must have 10 years of Acquisition experience and 5 years of experience working on or directly supporting cyber development or operations, deep familiarity with the Air Force requirements development process, and a firm understanding of the various organizations in the Cyber Enterprise and their role in the successful fielding of new and modifying existing systems.

The tasks for this position include, but are not limited to, the following:
  • Program Analysis: Building documentation, reviewing data, and providing impartial assessments in support of HAF budget preparation and defense, SAE oversight and decision-making activities, Program Executive Office (PEO) execution and oversight efforts of Air Force Information Dominance programs.
  • Independence: Working independently, if required.
  • Data Management: Maintaining and analyzing planning, scheduling, budget, and management data.
  • Requirements Development: Studying, analyzing, and providing recommendations on requirements, acquisition strategies, program documentation, program phase transition plans, supplemental information, and program execution.
  • Assessment and Evaluation: Providing impartial assessments of programs approaching key decision points as well as prime Contractor technical and operational issues.
  • Research and Analysis: Researching and analyzing program trends, identifying issues, and recommending solutions.
  • Funding Allocation: Making recommendations on the allocation of funding; establishment of program goals, objectives, and schedules; and the formulation of program direction.
  • Compliance Tracking: Tracking compliance with stated program direction and identifying issues.
  • Programmatic Issue Identification: Identifying and researching programmatic issues and tradeoffs in terms of required capabilities, costs, and schedules.
  • Policies Review: Reviewing and providing recommendations on existing and proposed Air Force acquisition and capability area policies and implementation.
  • Policies Impact Assessment: Reviewing and evaluating the impact of national, DoD, JCS, and civil government policies and activities that affect Air Force acquisition programs and capability areas.
  • Historical Documentation: Maintaining historical Air Force program documentation and developing summary documents/briefings and training material.
  • Critical Issue Analysis: Providing short notice, quick-reaction analyses of critical programmatic issues in the context of Congressional, OSD Staff, Joint Staff, HQ USAF, MAJCOM, North Atlantic Treaty Organization (NATO), coalition, or bilateral activities.
  • PPBE Documentation: Preparing PPBE documentation, ensuring they accurately articulate the current program, budgetary status, and strategies.
  • HAF Review Process: Building documentation, gathering, and reviewing data, and providing impartial assessments in support of the HAF review process, including but not limited to AFROCs, JWCAs, DABs, Congressional cycle, ASPs, AFRBs, CSBs, GAO reports, etc.
  • MDR and FOIA Requests: Reviewing and documenting Mandatory Declassification Review (MDR) and Freedom of Information Act (FOIA) requests.
  • Ongoing Studies Monitoring: Monitoring ongoing studies, analyses, and developmental work relevant to Air Force capabilities.
  • Program-Specific Efforts: Building documentation, gathering, and reviewing data, and providing impartial assessments in support of program-specific efforts like CONOPS development, Capability Development Documents (CDD), Capability Production Documents (CPD), Information Exchange Requirements (IER), and requirements working groups.
  • Legislative Hearings Preparation: Reviewing and providing data to assist in preparation for legislative hearings, program documentation, briefing packages and read-ahead, Congressional staffer visits, and other events to ensure an integrated and consistent Air Force position in response to Congressional questions, issues, and requests for information on assigned program/portfolio.
  • Confidentiality Handling: Handles confidential and classified (Secret/TS-SCI) information, correspondence, and communications.
Requirements:
  • Masters Degree: Masters MA/MS Degree
  • Acquisition Experience: 10 years of DoD acquisitions experience plus 5 years of experience working on or directly supporting cyber development or operations, deep familiarity with the Air Force requirements development process, and a firm understanding of the various organizations in the Cyber Enterprise and their role in the successful fielding of new and modifying existing systems.
Work Experience Substitutions:
A total of 22 years of relevant work experience may be substituted for an MA/MS degree. Or, a BA/BS degree plus 8 a total of 18 years of relevant work experience may be substituted for an MA/MS degree.

Required Skills: All computer-based communication/office IT tools and ability to learn software packages used by the DAF including, but not limited to, the following: Microsoft (MS) Office Suite - Word, PowerPoint, SharePoint, Excel, TEAMS; Adobe (both reader and Pro); public speaking - capable of delivering briefs, speaking in meetings in person and online, and giving presentations.
