The Town of Brookline is in search of a dedicated Assistant Assessor - Residential/Commercial to engage in intricate administrative, professional, and supervisory tasks related to the analysis of valuation data. This role involves overseeing, operating, and maintaining data systems pertinent to residential, commercial, industrial, personal property, and exempt property. The Assistant Assessor will also support all Appellate Tax Board activities, including court hearings, and contribute to the valuation of all real estate.
Key Responsibilities:- Evaluate real estate market dynamics to identify trends and fluctuations. Gather data from various municipal boards and officials that may influence property values.
- Identify and assess exempt properties within the municipality. Review and process applications for property tax abatements and exemptions, making eligibility recommendations to the Board.
- Lead and coordinate staff in the implementation of residential exemptions, which includes regular reviews and updates.
- Assist in the valuation of residential, commercial, and industrial properties, ensuring accurate personal property assessments.
- Conduct inspections and measurements of real and personal property to ascertain fair market values for taxation. Utilize standard tables and formulas for valuation calculations.
- Perform annual inspections and valuations of all modifications to taxable properties, advising the Board on assessments.
- Prepare and provide necessary information and materials for the annual classification meeting with the Board of Assessors and the Board of Selectmen.
- Engage in the posting, balancing, and reconciling of valuations to establish the tax rate, prior to state certification. Contribute to the preparation of tax recap sheets and other reports as required.
- Supervise field inspectors, assigning responsibilities and reviewing data changes for accuracy.
- Manage and maintain departmental data systems, ensuring all property record files are current and accurate.
- Process applications for property tax abatements and exemptions, compiling comparative cost and sales studies as needed.
- Provide guidance and assistance to property owners regarding assessment policies, valuation determinations, and application processes.
- Maintain the office procedures manual and assist in certifying lists of abutters for various municipal boards.
- Collaborate with other department staff on special research initiatives as directed.
- Assist in updating the Assessor's map in conjunction with the Engineering and GIS Departments.
- Oversee the analysis of motor vehicle excise tax billing procedures, preparing necessary files and commitments.
- Draft correspondence to clarify the Board's positions in response to common inquiries.
- Recommend the acquisition of technical equipment and supplies as necessary.
- Maintain personal property records using Computer Assisted Mass Appraisal Software (CAMA) and oversee data collection for triennial recertification and annual updates.
- Participate in professional development opportunities through meetings, training programs, and seminars.
- Perform related duties as required or directed.
A Bachelor's degree in business administration or a related field, along with three to five years of experience in appraising or assessing properties, or an equivalent combination of education and experience.
Special Requirements:- Massachusetts Accredited Assessor (MAA) designation or eligibility for designation within two years of employment.
- A valid motor vehicle operator's license.
Knowledge: Comprehensive understanding of Massachusetts laws related to municipal finance and property assessment for taxation. Familiarity with various assessment formulas and real estate characteristics.
Skills: Proficiency in data analysis and interpretation from diverse sources. Strong numerical aptitude and attention to detail. Excellent verbal and written communication abilities.
Abilities: Capability to manage field operations and ensure data accuracy. Ability to address inquiries and complaints effectively.
Salary Range: $90,144 - $101,994, dependent on qualifications, with a comprehensive benefits package.
