Job Title: Cyber Operations Specialist

Scientific Research Corporation is seeking a highly skilled Cyber Operations Specialist to join our team as part of an IDIQ Contract to provide National Cyber Range Complex (NCRC) Event Planning and Operations Support (EPOS). This contract spans a 10-year timeline with possibilities for extension(s). The DoD Test Resource Management Center (TRMC) is partnering with the military services to increase the capacity and capabilities of the NCRC.

Job Summary:

The Cyber Operations Specialist will perform as a member of the Event Engineering Team and be responsible for defining event objectives and translating user requirements into tasks for the event team to execute. The successful candidate will coordinate with the range user(s) to manage the event objectives and scope.

Requirements:

The ideal candidate will have a Bachelor's degree with a focus in computer science or a related discipline, and 5+ years of experience with Computer Network Operations (CNO), Computer Network Defense (CND), and Computer Networks Exploitation (CNE) platforms. The candidate should also have experience with cyber testing or training, including planning, coordinating, execution, and analysis.

The successful candidate will have intermediate knowledge of software development, programming languages, operating systems, networks, and enterprise and consumer IT concepts, architectures, and systems. They should also have intermediate familiarity with defensive and offensive cyber tools and Tactics, Techniques, and Procedures (TTP).

The candidate should be skilled at inferring requirements or desirable attributes for environments or test/training strategies and have demonstrated ability to effectively synthesize data from multiple sources to make prioritization and resource allocation decisions.

The ideal candidate will also have superior oral communication skills, including the ability to project confidence and enthusiasm, and superior technical writing skills, including the ability to author event design documents and create persuasive and impactful technical briefing materials.

The successful candidate will be able to work independently and collaborate with range users and other event stakeholders.

Desired Skills:

The ideal candidate will have a Master's degree with a focus in computer science and 10+ years of experience with CNO/CND/CNE platforms. They should also have 10+ years of experience with cyber testing or training, including planning, coordinating, execution, and analysis, with at least 5 years of experience in each domain.

The candidate should have expert knowledge of software development, programming languages, operating systems, networks, and enterprise and consumer IT concepts, architectures, and systems. They should also have expert knowledge of defensive and offensive cyber tools and TTP.

The ideal candidate will have experience planning or conducting Defensive Cyber Operations (DCO) or Offensive Cyber Operations (OCO) and familiarity with cyber range tools, including deployment, configuration, monitoring, and traffic generation.

The candidate should also have extensive and varied experience designing realistic terrain, including global gray and target environments, and expertise in complex enterprise infrastructures using various operating systems and services.
