Position Overview: The Project Controls Engineer will play a crucial role in the execution of significant construction projects, specifically focusing on the US Embassy project in Ashgabat, Turkmenistan. This position entails overseeing project controls, managing office operations, and ensuring adherence to contractual obligations.

Key Responsibilities:

  • Manage construction project controls, including the creation of reports utilizing MS Office Suite, overseeing cost management, schedule management with Primavera, and handling change orders and submittals.
  • Supervise daily operations of the office, emphasizing cost and schedule management related to construction contracts.
  • Prepare essential documentation and reports for project control.
  • Gain a comprehensive understanding of all administrative requirements within the construction contract to ensure timely delivery of necessary documents.
  • Ensure the timely and satisfactory completion of project control tasks, including managing contractor submittals and as-built documentation.
  • Review monthly payment applications from contractors and communicate findings to the Project Director.
  • Evaluate requests for contract modifications for necessity and compliance with existing requirements.
  • Assist in quantity take-offs and the formulation of Independent Government Estimates (IGEs).
  • Support the Project Director in contract administration, including negotiations and interpreting contract requirements.
  • Participate actively in required meetings and conferences.
  • Maintain daily logs of construction activities, organize inspection reports, and track project records.
  • Guide and mentor administrative staff to foster professional development.
  • Coordinate effectively with the Project Director and other team members.
  • Perform additional relevant responsibilities as assigned.

Qualifications:

  • Possess a Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS) clearance issued by the Defense Counterintelligence and Security Agency.
  • Hold a degree in Engineering (any discipline), Engineering Management, Construction Management, or Construction Engineering.
  • Have at least 7 years of experience in the commercial construction sector, with a preference for experience in US Embassy construction programs.
  • International experience is required.
  • Certifications such as Certified Cost Consultant, Certified Cost Engineer, Certified Cost Technician, or Certified Estimating Professional are preferred.
  • Provide Quality Assurance oversight for ongoing construction projects, review contractor submissions, and prepare monthly progress reports.
  • Knowledge of International Codes is essential.
  • Proficient in responding to Requests for Information (RFI) and evaluating design calculations and engineering data.
  • Familiarity with Construction Safety regulations, including EM and OSHA.
  • Recent experience with Primavera and strong proficiency in Microsoft Office Suite is preferred.
