Key Responsibilities
Conduct a range of professional financial analyses to assist in the creation of preliminary and final budgets for wastewater, solid waste, and administrative functions; and to formulate short- and long-term financial strategies and forecasts.
The primary responsibilities include, but are not limited to:
- Planning, budgeting, forecasting, reporting, and analyzing trends and actual variances for the Districts' operations and financial activities.
- Identifying trends and examining the causes of unexpected variances.
- Evaluating financial status by collecting, monitoring, and analyzing data.
- Compiling and summarizing data to create detailed reports on financial status, health, and risks.
- Preparing monthly analyses of actual versus budget variances.
- Advising management on recommended actions and conducting ad-hoc analyses as required.
- Reviewing current and historical budgets.
- Preparing and assessing financial metrics.
- Analyzing financial records to determine the monetary resources needed to fund and implement various proposals.
- Utilizing software tools to streamline the budgeting process.
Minimum Qualifications
Applicants must meet the following criteria:
- A valid California Class C driver license.
- Graduation from an accredited institution with a bachelor's degree in a relevant field, such as Finance or Accounting.
Experience:
- Two (2) years of experience at the Los Angeles County Sanitation Districts performing Budget Analyst duties.
- Two (2) years of professional experience in financial analysis and planning, including budget development and analysis.
DESIRABLE QUALIFICATIONS:
- Familiarity with ERP systems (Oracle EBS and Oracle EPM is advantageous).
- Three (3) or more years of experience in financial planning and analysis, including the development of complex Microsoft Excel financial models using large datasets.
- Proficiency in data analysis and report generation using Business Intelligence software, Essbase, and/or Microsoft Excel.
- Experience in enhancing systems or processes.
ASSESSMENT CRITERIA
Knowledge Of:
- Accounting principles and the budgeting process.
- Specialized software applications related to financial planning and analysis, budgeting, and record analyses.
- Regulations governing public sector reporting.
Ability To:
- Innovate, drive process improvements, and develop policies that influence the Districts' functions.
- Develop and manage budgeting and financial forecasting modeling tools.
- Prepare comprehensive preliminary and final budgets.
- Effectively utilize various software applications to maintain budget records, analyze, and present data.
- Communicate effectively in both verbal and written formats.
- Conduct cost and funding analyses.

SELECTION PROCESS:
All applications will be reviewed to determine if the qualifications for testing are met. The selection process will consist of a technical project weighted at 50% and an interview weighted at 50%. Candidates must achieve a qualifying score on each component to progress in the selection process.

RETIREMENT
CALPERS:
The Districts are part of the California Public Employees' Retirement System (CalPERS), and all new hires will be enrolled in CalPERS.
Most new hires will be enrolled in the defined benefit formula of 2% @ 62 in accordance with the Public Employees' Pension Reform Act (PEPRA) and are required to contribute to the plan.
Those who qualify based on current or previous public service may be enrolled in the defined benefit formula in place on December 31, 2012, which was 2% @ 55 and are considered "classic" members.
For "classic" members, the Districts pay the "employee share." Please contact the Human Resources Department for more information regarding contribution rates.
Although Districts employees are exempt from Social Security, employees are required by federal law to contribute a percentage of their salary for Medicare coverage.
DEFERRED COMP MATCH:
For some bargaining units, the Districts provide a matching contribution to an eligible deferred compensation plan pursuant to Section 457 of the Internal Revenue Code.
The match with each paycheck will be the lesser of: 3% of the employee's base monthly salary as listed in the Salary Schedule; and the amount the employee is contributing with that paycheck.
HEALTH INSURANCE
MEDICAL:
Districts paid. Employees may choose from several HMO and Indemnity plans. The Districts contribute a significant amount per month for medical insurance.
Depending on the choice of health plan, the Districts contribution covers all or a large portion of the premium for family coverage.
DENTAL:
Districts paid.
The Districts pay the full premium for employee and dependent coverage for a prepaid dental program which provides for most routine dental care through a panel of contracting dentists with no deductibles.
Employees are eligible to enroll in an indemnity plan if requested within thirty days after completion of three years of employment (sooner for some bargaining units), or during subsequent open enrollment periods.
VISION:
Employee paid.
LIFE:
The Districts pay for a term life policy. Employees can buy additional types and amounts of life insurance coverage at group rates.
LEAVE TIME
VACATION:
Employees receive paid vacation after one full year of service, increasing up to a maximum after several years of service.
Prior to one year of full service, employees are given partial vacation time based on the time worked in the preceding year.
SICK LEAVE :
Employees receive full-pay sick leave per month.
PERSONAL LEAVE:
Employees may use a portion of their sick leave for personal reasons.
HOLIDAYS
Employees receive paid holidays based on their work schedule.
TUITION REIMBURSEMENT
Employees may be eligible for tuition reimbursement for approved accredited coursework.
STUDENT LOAN PAYMENT REIMBURSEMENT
For some bargaining units, the Districts will provide student loan payment reimbursements for principal or interest paid by the employee on a qualified education loan incurred by the employee for their education.
The annual maximum reimbursement is subject to limits.Work Environment & Other Benefits
