ROSS TECHNICAL SERVICES, INC is seeking a skilled Public Works Inspector II or III with a robust background in electrical inspections, particularly in the construction of water and wastewater facilities. This role involves collaboration with experienced resident engineers and construction managers on projects related to water and wastewater systems.


Minimum Qualifications
  • Proven experience in electrical inspections within facilities and commercial/industrial environments.
  • High school diploma or GED equivalent.
  • A minimum of six (6) years of experience in construction inspection for water and wastewater systems and related structures.
  • Equivalent combinations of education and experience will be considered.

Licenses, Registrations, and Certifications
  • Valid Maryland Class C driver's license or equivalent.
  • Certification as a Construction Manager (CCM) or Construction Manager in Training (CMIT) is advantageous.
  • Tradesman license is a plus.

Knowledge, Skills, and Abilities
  • Strong understanding of how to navigate DPW contracts, specifications, drawings, RFIs, and submittals.
  • Familiarity with construction methods and materials.
  • Knowledge of construction specifications and regulatory codes.
  • Ability to interpret municipal construction documents and provide guidance as needed.
  • Capability to maintain comprehensive construction management documentation for new installations and rehabilitation projects.
  • Assist in project meetings, RFIs, change orders, submittals, and ensure contractor compliance with contract documents.
  • Ability to conduct inspections of water and wastewater systems and associated structures for any signs of damage or deterioration.
  • Evaluate contractor work to ensure adherence to construction specifications, standards, and codes.
  • Complete forms and reports while maintaining a daily log.
  • Establish and nurture effective working relationships.
  • Communicate effectively in both verbal and written formats.
  • Oversee and review the work of junior inspectors.
  • Train new personnel.

Ideal Candidate Profile

The preferred candidate will possess:

  • A minimum of six years of progressive experience in inspection and contract management for municipal water, wastewater, and facility construction.
  • Experience in facility rehabilitation and replacement.
  • Strong interpersonal, verbal, and written communication skills, including technical writing.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Adobe, and municipal daily reporting.
  • OSHA 10 certification; OSHA 30 preferred.
  • OSHA Confined Space Certification.
  • Other relevant industry certifications.
