About the Position

We are seeking a highly skilled and experienced Director of Program Management to join our team. As a key member of our leadership team, you will be responsible for overseeing the planning, design, execution, and close-out of construction projects for the university. This includes working with our planning and design staff and customers to determine project priorities, timelines, scopes, and budgets.

Responsibilities

  • Oversee capital and non-capital programs, including architecture and engineering, design standards, document and constructability quality review, permit submissions, scheduling, and budget tracking.
  • Manage teams and processes to ensure all capital, non-capital, and maintenance projects remain within scope, schedule, and budget.
  • Serve as the interface to customers for capital, non-capital, and maintenance projects during design and construction.
  • Identify areas of potential pitfalls and notify senior-level staff as required.
  • Manage teams, including senior project managers, project managers, project engineers, inspectors, and others associated with projects.
  • Oversee the procurement of professional and non-professional services contracts in coordination with the director of contracts and capital finance.
  • Provide administrative oversight for all contracts, including review of project scope definitions, initial awards, and change orders.
  • Set goals for performance and deadlines in compliance with the university's plans and vision and communicate them to subordinates.

Requirements

  • Bachelor's degree in a related field or equivalent experience.
  • Significant years of progressive experience in managing large-scale design and construction programs, with higher education experience a plus.
  • Experience leading and managing a diverse workforce.
  • Project management experience with large-scale projects for institutional clients, including institutions of higher learning.
  • Experience working with end users and internal customers on the delivery of construction projects.
  • Experience in selecting, negotiating, and managing professional and non-professional service contracts.
  • Broad-based engineering and architectural knowledge related to design and construction.
  • Excellent managerial and leadership skills.
  • Contract negotiation skills, including initial awards and change orders.
  • Business process workflow improvement skills.
  • Design and construction management experience and skills.
  • Excellent communication skills, including oral, written, and presentation skills.
  • Excellent computer skills, including MS Office software, project scheduling, and project management software.
  • Ability to form and lead multi-disciplinary teams in design and construction.
  • Ability to deliver projects that meet client quality expectations on time and on budget.
  • Ability to analyze complex financial data and present such analysis to decision makers of all levels.
  • Ability to work collaboratively with peers as part of a larger team and organization.
  • Registered architect or professional engineer in the Commonwealth of Virginia or the ability to transfer an out-of-state registration to the Commonwealth within one year of employment.

Preferred Qualifications

  • Master's degree in a related field.
  • Progressive experience in managing large-scale design and construction programs with higher education.
