Job Title: Aquatic Ecosystem Specialist

This role is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Under this program, candidates may be appointed without a competitive examination, provided they meet the minimum qualifications for the title they are applying for. Temporary appointments are currently being made by various agencies, with the potential for these roles to transition into permanent non-competitive positions in the future.

Employees hired through NY HELPS are expected to move towards competitive status within one year of their permanent appointment, thereby gaining the same rights as competitive class employees of New York State. While in this position, employees may also take part in promotional examinations for which they qualify.

Non-Competitive Qualifications:
  • A Bachelor's degree or higher with at least 18 semester credit hours in ecological disciplines such as aquatic ecosystem restoration, wildlife behavior, conservation biology, and habitat management.
  • Courses that do not qualify include those focused on agriculture, climate change, and human ecology.
Competitive Qualifications:
  • Reassignment: Currently holding the title and employed by the Department of Environmental Conservation (DEC).
  • Reinstatement Eligible: Previously held specific titles on a permanent competitive basis.
  • Transfer Eligible: One year of permanent competitive service at Salary Grade 11 or higher with specific titles or eligibility under Section 70.
Responsibilities:

The Aquatic Ecosystem Specialist will oversee and evaluate initiatives related to the protection of water and wetlands within DEC Region 8. Key responsibilities encompass reviewing regulatory permits, conducting field inspections of wetlands, and offering guidance on natural resources and regulatory matters. The incumbent may also lead studies on freshwater mussels, assist in planning work activities, and supervise technicians and interns.
