Overview: This role involves overseeing and managing a significant enterprise-wide information technology initiative of strategic importance. The Senior Program Manager will be responsible for directing, administering, and facilitating a comprehensive business process re-engineering project.

Key Responsibilities:

  1. Provide project oversight on behalf of the Department of State, ensuring effective planning, organization, prioritization, and management of multiple work efforts across the project team.
  2. Conduct reviews with the project steering committee and report status and recommendations to senior leadership as necessary.
  3. Develop and facilitate the achievement of project service commitments while monitoring and tracking the project budget.
  4. Review and analyze required project management metrics and conduct final project management evaluation reviews with stakeholders.
  5. Assist in the development and maintenance of a comprehensive project management plan, identifying needs and defining major tasks and milestones.
  6. Manage project scope, ensuring agreement and approval of scope changes with the project steering committee and stakeholders.
  7. Coordinate project schedules across multiple teams, balancing workload with team capacity and monitoring project milestones.
  8. Develop estimates for enhancements and business process re-engineering efforts, collaborating with vendor and technical project managers.
  9. Ensure all changes to scope follow the outlined processes in the Change Management Plan and are properly documented.
  10. Monitor and assist in the development of risk mitigation strategies, ensuring project compliance with established standards and procedures.
  11. Serve as the primary point of contact for all project-related issues, effectively communicating with customers and stakeholders.
  12. Analyze and distribute reports on project metrics associated with improvement measures.

Phases of Work:

Phase 1: Documenting Current Processes

  1. Attend agency briefings to understand user needs and business requirements.
  2. Meet with staff to capture each step of the business process workflow.
  3. Identify potential software companies and schedule demonstrations.

Phase 2: Implementation

  1. Collaborate with the selected SaaS vendor to implement software and conduct end-user training.
  2. Work with stakeholders to troubleshoot internal issues and escalate as necessary.
  3. Develop policies and procedures related to the SaaS solution, including user guides and standard operating procedures.
  4. Create ongoing process documentation for system users, ensuring updated training manuals are available.
  5. Develop a communication strategy for affected employees, providing ongoing support under the new software.
