EXEMPTION STATUS: Exempt
POSITION SUMMARY: This role entails the strategic planning, organization, and oversight of the county's Head Start center-based initiative, reporting directly to the Head Start Director. The Manager is accountable for the development and operational management of the county centers, which includes responsibilities such as recruitment, hiring, training, performance evaluation, and administrative oversight. The Manager will collaborate with the Head Start Director to ensure effective programming and act as a liaison between Head Start and the community. It is essential to work alongside Coordinators to maintain a balanced integration of Head Start services in accordance with program work plans to meet established Head Start Performance Standards. Furthermore, the Manager must embody and promote the Agency's mission, vision, ethical standards, and strategic objectives aimed at empowering individuals and transforming lives. Compliance with the drug and alcohol-free workplace policy is mandatory. This position is contingent upon ongoing program funding and is subject to Policy Council approval. Preference will be given to Head Start parents.
KEY RESPONSIBILITIES:
- Oversee the daily operations of the county Head Start centers.
- Ensure adherence to all approved Head Start program requirements and regulations at local, state, and federal levels.
- Recruit, assess, and supervise staff to guarantee high-quality educational programming.
- Monitor and authorize center expenditures.
- Generate, track, and report in-kind contributions (non-federal share).
- Facilitate the recruitment of eligible children for the program and assist Family Service staff in fostering strong parental engagement.
- Collect and analyze data for Head Start programs for evaluation and assessment purposes.
- Collaborate with coordinators to deliver quality services to children and families while ensuring ongoing training and input for staff development and evaluation.
- Effectively implement and sustain a team-oriented approach.
- Participate in staff meetings, workshops, and training sessions organized by the agency.
- Uphold the ECKAN code of ethical conduct.
- Maintain confidentiality regarding all agency information.
- Keep accurate and current records in accordance with policies and procedures.
- Perform additional duties as assigned.
- Enhance public relations by engaging in boards, committees, and community activities.
QUALIFICATIONS:
- Bachelor's Degree in Early Childhood Education, Family Studies, or equivalent professional experience.
- A minimum of three years in progressively responsible supervisory or management roles, including experience with boards and advisory committees (prior Head Start experience is preferred).
- General knowledge of Head Start, Child Care programs, and relevant state and federal regulations.
- Familiarity with Child Care licensing and Head Start Performance Standards.
- Proficient in computer skills, including common software applications (MS Office, Windows, email, etc.).
- Understanding of contractual relationships.
- Possession of a valid driver's license.
- Ability to pass required background checks and health assessments.
- Strong written and verbal communication skills.
- Capability to engage in daily physical activities, including kneeling, stooping, bending, and occasionally lifting up to 40 pounds.
- Compliance with ECKAN insurance standards, as applicable.
- General office and computer proficiency.
