Key Responsibilities
- Acts as a senior analyst and management consultant in the development, planning, execution, assessment, and reporting of the maintenance program for the Area Office.
- Develops program specifications for current and future projects, including setting and recommending objectives, ensuring consistency and accuracy, and alignment with established goals.
- Collaborates with various levels of Area Office personnel, including management, engineering, technical support staff, craft personnel, and administrative support.
- Ensures that job plans are regularly reviewed and updated to reflect the latest maintenance and safety protocols, including current versions of Facilities, Instructions, Standards and Techniques (FIST) and Reclamation Safety and Health Standards (RSHS).
- Prepares comprehensive reports on maintenance planning, progress, and achievements, highlighting successes and best practices.
- Generates standard or custom reports in MAXIMO to assist in managing preventative maintenance (PM) and corrective maintenance (CM) tasks.
- Establishes job priorities and scheduling requirements, coordinating with managers and lead craft personnel while participating in the creation of the preventative maintenance outage schedule.
- Identifies job-related hazards and safety measures, including any special permits and clearance prerequisites for the work. Recognizes hazardous materials and evaluates the specific work environment to recommend appropriate personal protective equipment.
- Develops job plans for both routine and complex tasks that necessitate specialized tools, non-stock materials, engineering, and procurement support, while also managing the acquisition of parts, tools, and services under micro-purchase authority.
- Prepares justifications for time, labor, and material cost estimates, along with job task lists, flow diagrams, charts, and sketches. May serve as a Contracting Officer Representative (COR) as assigned.
- Conducts basic inspections and acceptance of maintenance and repair services on equipment or facilities, ensuring compliance with contract specifications and completing necessary documentation for contract closure.
- Visits job sites to assess the scope of work and materials needed to create a comprehensive job package, following up post-initiation to determine if additional planning support is required.
Employment Conditions
- Must be a U.S. Citizen or U.S. National.
- Must be suitable for federal employment, determined by a background investigation.

- Must meet any minimum education and/or experience requirements.
- Must maintain a valid State Driver's License as the position requires operation of government vehicles.
- A successful pre-employment physical examination by a licensed physician is required to certify the ability to perform the duties of this position. The agency will reimburse the cost of the exam.
- Travel is required approximately 10% of the time.
- Must possess or obtain certification as a Contracting Officer's Representative (COR).
Qualifications
To be considered qualified for this position, the HR Office must ascertain that you meet the specialized experience requirement, which must be clearly detailed in your resume.
To qualify at the GS-12 level, you must have one year of specialized experience equivalent to at least the GS-11 level in federal service, demonstrating experience that includes, but is not limited to: analyzing, planning, and scheduling maintenance and preventive maintenance activities for large, complex electrical and mechanical equipment and systems, as well as major facilities and supporting infrastructures; experience in evaluating and executing maintenance activities for dams, power plants, switchyards, water conveyance systems, pumping plants, fish and wildlife facilities, auxiliary systems, or supporting infrastructure.
Experience includes both paid and unpaid work, including volunteer roles through National Service programs and other organizations. Volunteer work contributes to critical competencies, knowledge, and skills, providing valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all requirements, including any selective placement factors if applicable.
Education
This position does not allow substituting education for experience.
