Key Responsibilities:
Oversees the resource estimation process for proposal responses to solicitations that necessitate a Basis of Estimate (BOE) to support proposed resources.
This role involves collaborating closely with technical subject matter experts from the pursuit team on a bid-by-bid basis to effectively facilitate the development and content of proposals for staffing solutions in response to intricate solicitation requirements.
Evaluates Government solicitation requirements and advises technical pursuit team members on the application of industry-standard estimating techniques and methodologies.Contributes to the development and maintenance of analytical tools, estimating methods, and written justifications for BOE submissions.
Works autonomously on proposals, coordinating resource estimating requirements, including estimating schedules and time allocation.
Provides mentorship to team members.
Promotes compliance with Estimating System functions.
Reports directly to the Vice-President of Corporate Operations.
Manages cost and estimating production for proposals.
Supervises the identification, collection, analysis, and documentation of information and data necessary for producing BOE submissions as part of the proposal process.
Conducts cost and resource analyses and estimates to support significant business initiatives.Facilitates detailed analysis of individual Government proposal requirements and ensures the availability of documentation leading to the creation of comprehensive resource and cost estimates in a BOE submission.
Develops and communicates estimating requirements within the proposal planning and scheduling process.May assist in subcontracting strategies and communicates estimating requirements during proposal planning and scheduling.
Supports the Estimating Team to ensure adherence to government specifications, corporate policies, and procedures.
Coordinates estimating project timelines and allocates time to support the Pricing & Estimating Group's efforts.
Researches and organizes baseline resource information for the Estimating Team.
Analyzes and reports on discrepancies and identifies additional, potentially useful resources for future cost considerations.
Recommends innovative approaches aimed at producing more accurate and supportable estimates and BOEs.
Develops and maintains analytical tools, estimating methodologies, and illustrative text examples.
Ensures updates of relevant financial factors, inflation rates, and financial algorithms within estimating tools.
Maintains a comprehensive system of documentation and review of internal and external comparative resource data.
Validates the resourcing component of cost exhibit terms and conditions for cost realism.
Develops and discusses solicitation inquiries and recommendations that influence estimating compliance and strategy.
Ensures that all Government and Account team inquiries are addressed.
Typical Tasks:
On a regular day, a
Pricing Analyst:
Begins by reviewing communications to respond to urgent messages from clients and vendors.
Throughout the day, they assess multiple projects, determining the necessary materials and labor to complete each task.
They obtain quotes from vendors and contractors to calculate the total estimated cost of a project.
Estimators also engage in meetings with project leaders and team members to discuss potential risks and budgeting requirements.During quieter periods, estimators compile reports detailing everything their clients need to complete a project within a specified timeframe, including costs.
Education:
Bachelor's degree or equivalent experience
Required Experience:
Minimum of 7 years of experience in the Government contracting sector in a resource and cost estimating role
Experience in documenting, supporting, and defending basis of estimates related to government contract proposals
Proficient understanding of DFARS Estimating System Criteria and DCAA DCAM Chapters 5 Audit of Policies, Procedures, and Internal Controls related to Accounting and Management Systems, and - Audit of Cost Estimates and Price Proposals.
Advanced proficiency in Microsoft ExcelBachelor's degree or equivalent experience
Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Other Desired Experience:
Experience with Government Contractor Cost Estimating Systems preferred
Experience participating and supporting DCAA in cost estimation audits
Experience with developing Excel Macros
Intermediate to Advanced proficiency in SQL, Microsoft Word, Microsoft PowerPoint
Security Clearance Required:
Eligible to Obtain a Secret or Greater
