Job Title: Business Analyst - Data Systems

We are seeking an experienced Business Analyst to join our team in Houston, TX. As a Business Analyst - Data Systems, you will be responsible for defining and documenting processes for data pipeline and storage development, verifying implemented processes meet requirements and best practices, and developing enterprise-level processes for data management and utilization.

Key Responsibilities:
  • Define and document processes for data pipeline and storage development
  • Verify implemented processes meet requirements and best practices
  • Develop enterprise-level processes for data management and utilization
  • Create and maintain documentation for IT policies and procedures
  • Design and implement reporting systems for various municipal departments
  • Bridge the gap between IT and non-technical municipal stakeholders
  • Analyze and optimize existing processes for efficiency and compliance
Required Skills and Qualifications:
  • Senior level expertise in Business Analysis with a focus on data systems
  • Strong background in enterprise process development
  • In-depth understanding of IT policies and their implementation
  • Proficiency in creating and managing reporting systems
  • Experience with data pipeline and storage technologies
  • Excellent analytical and problem-solving skills
  • Strong communication skills, both written and verbal
Additional Skills Related to Municipal Government:
  • Understanding of local government structures and processes
  • Knowledge of public sector compliance and regulatory requirements
  • Experience with government-specific software and data management systems
  • Familiarity with open data initiatives and transparency in government
  • Understanding of budgeting and financial reporting in public sector
  • Knowledge of citizen engagement processes and data-driven decision making
  • Awareness of smart city technologies and their implementation
  • Experience with grant management and reporting systems
  • Understanding of geographic information systems (GIS) and their applications in local government
Preferred Qualifications:
  • Relevant experience in Business Analysis or Public Administration
  • Experience working in or consulting for municipal governments
  • Familiarity with procurement processes in the public sector
  • Knowledge of data privacy laws specific to government entities
  • Knowledge and/or Experience in data management and the Snowflake platform

Location Requirements: Must reside within 2 hours of downtown Houston and able to work onsite > 50% of time.
