Job Description and Duties

This is a critical role within the Department of Rehabilitation, requiring a skilled professional to provide vocational rehabilitation services to individuals with disabilities.

Key Responsibilities:
  • Provide VR counseling to individuals with disabilities, utilizing various counseling modalities and techniques to help them adjust to their disability and identify barriers to employment.
  • Interpret and apply applicable federal and state laws and regulations to ensure compliance and effective service delivery.
  • Facilitate consumer participation in the VR process, taking into account their strengths, resources, priorities, concerns, abilities, capabilities, interests, and informed choice.
  • Coordinate the VR team to identify assessment and service needs for applicants and consumers, communicate and coordinate service delivery with the VRSD team.
  • Communicate information to/from team members on non-delegable functions and required case processes to ensure all team members are aware of consumer eligibility, priority for services, employment goals, services, and successful employment outcomes.
  • Mentor and provide disability-specific training to team members, effectively delegate assessments and services according to consumer Individualized Plan for Employment (IPE), prioritize, triage, and guide DOR consumers to the appropriate team member.
  • Review cost-effectiveness of services purchased by other team members at the individual consumer case level, consult with team on complex consumer inquiries.
  • Makes the final determination of and communicates eligibility, priority for services, approves and signs the IPE and amendments, determines successful employment outcome achieved and approves case closure for services of DOR consumers.
  • Develops, maintains, and records necessary Records of Services documentation in the electronic tracking system with the assistance of the VR team.
  • Conducts community outreach to generate appropriate consumer referrals, attends, participates, and presents information regarding the DOR program at various public forums such as group orientations and job fairs.
  • Provides training and participates in workgroups as assigned, and performs other related duties as directed.
Working Conditions:

This position may be eligible for a hybrid telework option, in accordance with DOR's telework policy, and will be required to report to the office as needed/required.

Requirements:

A Master's degree in Rehabilitation Counseling, counseling, or a closely related field from a recognized institution and successful completion of one graduate course with a primary focus on Theories and Techniques in counseling is mandatory. Reliability, dependability, and exceptional interpersonal skills are essential.
