Job Title: Senior Public Assistance Specialist

We are seeking a highly skilled Senior Public Assistance Specialist to join our team at ICF. This role will involve serving as a Subject Matter Expert (SME) for the Public Assistance Division, assisting with PA Program delivery, project worksheet development, and operational details.

Key Responsibilities:
  • Working with Federal and State Recovery Programs and Initiatives, Public Assistance and its implementing regulations with subject matter expertise.
  • Applying analytical and evaluative techniques to the identification, consideration, and resolution of a wide variety of FEMA and Public Assistance issues and problems.
  • Addressing strategic issues in disaster recovery operations including issues that have complex political and programmatic elements.
  • Addressing FEMA Public Assistance policy and guidance technical issues in regard to current law and regulations.
  • Analyzing and tracking FEMA project worksheets and required operational data management.
  • Supporting team and stakeholders with training and technical assistance.
  • Coordinating and participating in resolution of project-related issues and concerns.
  • Optimizing procedures and maintaining communication and focus.
  • Maintaining and tracking each case as required in project report management information system.
  • Measuring performance with key metrics.
  • Keeping management team informed on issues, problems & resolutions.
  • Providing superior customer service skill set, ability to listen, facilitate and negotiate problems.
  • Expertise in area in which you are assigned. Carrying out timely and accurate duties as requested.
  • Traveling as required to client recovery and ICF sites as required and requested by ICF management.
Must-Have Qualifications:
  • 8+ years of FEMA, State or Local Public Assistance experience addressing strategic and operational issues in disaster recovery operations including issues that have complex programmatic element.
  • 5+ years of professional experience.
  • 4+ years of experience personally analyzing FEMA project worksheets.
  • Must be able and willing to travel as required for project work.
  • Must have a valid driver's license and successfully pass a Motor Vehicle Records (MVR) check.
Preferred Skills:
  • Bachelor's degree in environmental, disaster management, construction, infrastructure, energy, finance or related area.
  • Experience working active disasters with CDBG-DR, FHWA-ER, 404-HMGP...or other non-FEMA funding sources.
  • Strong background in various types of construction.
  • Experience addressing FEMA Public Assistance policy and guidance technical issues in regard to current law and regulations.
  • Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of a wide variety of grants administration issues and problems.
Professional Skills:
  • Strong proficiency in the use of Microsoft software applications (Excel, Word, Outlook, etc.).
  • Excellent listening, written, and oral communication skills.
  • Excellent critical thinking skills to help resolve project constraints and make decisions, paired with a desire to take initiative.
  • Ability to work well under continually changing deadlines and priorities.
  • Superior customer service skill set, ability to listen, facilitate and negotiate problems.
  • Superior multitasker, able to work in a fast-paced environment.
