The Guilford Housing Authority, a non-profit corporation, is seeking a qualified and experienced individual for the position of Executive Director. This is a full-time opportunity to lead the organization in its mission to provide affordable housing for the elderly and disabled.
Key Responsibilities- Oversee the daily operations and ensure efficient administration of housing programs.
- Investigate and resolve tenant complaints, enforce rules of occupancy, inspect vacant units, and ensure necessary repairs and renovation of GHA properties.
- Direct the resident selection process.
- Oversee ongoing maintenance and repairs, and arrange for contractors to provide services within budgetary constraints.
- Respond to emergency situations at the three housing sites.
- Treat employees, residents, and others with courtesy, respect, and professionalism.
- Prepare and submit reports required by the State and the GHA Board of Commissioners.
- Direct and account to the GHA Board of Commissioners for the expenditure of funds in accordance with the annual budget to assure fiscal responsibility.
- Prepare annual budget estimates for approval by the GHA Board of Commissioners and submit budget estimates to the Connecticut Department of Housing in the Connecticut Department of Economic Development for review.
- Coordinate and confer with State and Town agencies and officials.
- Ensure compliance with various State and Town of Guilford regulations, guidelines, and policies.
- Implement risk management strategies to mitigate potential liabilities.
- Identify funding opportunities, prepare grant requests to State agencies and other organizations to support staff and housing programs.
- Attend scheduled meetings with the GHA Board of Commissioners and governmental agencies.
- Maintain responsibility for meeting agendas and minutes of the GHA Board of Commissioners.
- Lead, mentor, and manage the staff, oversee workloads, and foster a collaborative and productive work environment.
- Write and conduct performance reviews that communicate assessments, goals, and objectives to staff.
- Conduct staff meetings, resolve staff issues, and build team relationships.
- Ensure that staff have appropriate equipment and knowledge for implementing work objectives.
- Participate in professional organizations to remain current on new developments.
- Knowledge, experience, and understanding of practices related to affordable and/or public housing in Connecticut.
- Knowledge of Federal, Connecticut, and Town of Guilford laws, regulations, and funding sources for public housing.
- Working knowledge of Excel, Quickbooks, and standard office computer programs.
- Skills in effective written and verbal communication, including oral presentations.
- Ability to relate to residents and others with different cultural and economic backgrounds.
- Ability to make decisions on resource allocations in an environment of limited resources and competing needs.
- Ability to organize time, set priorities, and manage workload.
- Ability to operate equipment typically found in an office environment.
- Ability to comply with applicable Federal, Connecticut, and Town of Guilford safety and health regulations that would apply to this position.
The salary is in the range of $65,000 to $80,000 per year. Exact compensation may vary based on skills and experience. There are 12 paid holidays per year. There are 15 paid time off days per year. The GHA will pay 80% of the premium for the employee's participation in GHA's medical insurance plan.
Work EnvironmentThe employee is required to work in an office environment. The noise level is usually low. The employee is required to drive to, visit, and inspect conditions and meet with residents in each of the three housing sites. The position requires frequent interaction with elderly residents, the general public, and government officials.
