Job Summary

The Federal Reserve Bank of Cleveland is seeking a skilled Security Specialist to maintain and improve the Electronic Security Systems (ESS) throughout our facilities. As a key member of our Security team, you will work closely with the Security Analyst to monitor, maintain, and enhance the security systems, ensuring they are functioning properly at all times. Your expertise will be essential in troubleshooting and repairing defective devices, providing 24/7 on-call support, and collaborating with vendors and manufacturers to ensure compliance with contract specifications.

Key Responsibilities

• Maintain all existing devices associated with the current ESS, including access control card reader systems, electric door locks, door monitoring equipment, motion detectors, security intercoms, and related devices.
• Troubleshoot and repair defective devices, providing 24/7 on-call support.
• Assist with the verification of clearance requests, ensuring compliance with Board and FISMA policies, and providing notifications of any issues.
• Collaborate with the Security Analyst to ensure adequate back-up staffing coverage for all aspects of the ESS or related projects.
• Serve as a technical advisor, providing guidance on electronic security requirements for small and medium projects.
• Coordinate repair and maintenance of ESS devices with vendors and manufacturers, ensuring compliance with contract specifications.
• Provide product specifications and guidance to Facilities Services shops regarding new installations of security devices that require power and/or communication.
• Download and provide requested video in support of security investigations.
• Maintain awareness of current physical security systems, software upgrades, field equipment, and industry trends, making recommendations to enhance security and/or resolve problems.
• Serve as a liaison with counterparts in the Federal Reserve System, law enforcement agencies, vendors, and other outside contacts to coordinate activities and stay abreast of emerging issues and technology.
• Assist the LEU's Training Manager in the development and presentation of training regarding the ESS systems and use of electronic security devices and software.
• Test, evaluate, and confirm the calibration of electronic security equipment such as magnetometers and x-ray machines.
• Perform operational support functions and duties of the Senior Security Specialist in their absence, particularly with respect to ensuring the electronic security systems are operational at all times.
• Serve as a 'Security Officer' and 'Sponsor' as defined by HSPD-12, to maintain compliance with legislative mandates and the Board's PIV program.
• Provide tear down/realignment/restoration support of ESS components, with some activities performed outside of normal business hours.

Requirements

The ideal candidate will possess a high school diploma with a minimum of three years of experience in electronics and/or the implementation and operation of electronic access control, surveillance, and security equipment. A bachelor's degree in electrical engineering or a relevant field and one year of experience or the equivalent combination of experience and education may also be considered. The candidate must have experience troubleshooting electronic security systems, understanding of the interrelationships among systems, and the ability to communicate highly technical concepts in non-technical language. Basic training and/or working knowledge of installation and repairing of electronic security equipment is preferred. The candidate must be knowledgeable regarding current access control software and possess the ability to use low voltage security tools to analyze and provide necessary system enhancements and test all applicable security devices. A strong commitment to customer service satisfaction and exceptional oral and written communication skills are essential. The ability to effectively interact with all levels of Board staff, Reserve Bank representatives, and representatives from other government agencies is also required. Experience conducting training and providing presentations is preferred. Experience with MS Office, including Word, Excel, and PowerPoint, is also preferred. The candidate must be able to obtain and maintain a Top-Secret clearance based on a Single Scope Background Investigation (SSBI).
