Facilities Maintenance Manager Job Description Overview

The Facilities Maintenance Manager will be an integral part of the Houston Apartment Foundation's facilities management team, directly overseeing the Maintenance Technicians within the designated area. This role will assist the Senior Facilities Manager and Facilities Managers in ensuring that clients have a dependable and efficient physical office environment that aligns with our organizational goals.

Key Responsibilities

Provide hands-on training and technical guidance to supervised personnel for basic troubleshooting and repairs of buildings and installed systems, including:

  • Doors and floors
  • Plumbing systems
  • Lighting and kitchen appliances
  • Miscellaneous equipment
  • Roofs and drains
  • Grounds equipment
  • Light commercial HVAC systems

Accountable for the training and development of the maintenance workforce.

Directly supervise and provide direction to the maintenance team, overseeing all building systems, including:

  • Fire/life safety
  • Painting and carpentry
  • Plumbing and HVAC
  • Electrical systems
  • General facility maintenance

Respond promptly to all emergency situations (fire, evacuation, equipment failures, etc.) and address client concerns around the clock.

Ensure compliance with organizational policies, including recruitment, termination, discipline, and performance evaluations.

Safety Program Management

Administer the corporate safety program, promoting an injury-free workplace under the guidance of the Senior Facilities Manager and Facilities Manager.

Vendor and Contract Oversight

Manage vendor relationships and contract administration, including the development of scopes of work, evaluation, selection, and inspection of completed work.

Gather necessary technical data and prepare justifications to support budget approvals for energy conservation initiatives and deferred maintenance projects.

Assist in budgetary planning and control of expenditures.

Coordinate departmental trades and functions to efficiently accomplish both special and routine work activities.

Preventive Maintenance Program

Develop, coordinate, and maintain an effective planned preventive maintenance program for building systems, assets, fixtures, furniture, and fittings.

Ensure maintenance work orders are completed accurately, with realistic priorities and proper approvals within the Computerized Maintenance Management System.

Manage technician schedules, including PTO, sick days, holiday coverage, on-call duties, and overtime, ensuring alignment with client needs.

Inventory and Budget Participation

Accountable for requisitioning, inventory control, and maintenance of facilities-related equipment and supplies.

Participate in all aspects of the facilities budget alongside the Senior Facilities Manager and Facilities Manager.

Compliance and Best Practices

Act as a liaison with federal, state, and local agencies, contractors, and client community members on all technical matters affecting facilities management.

Ensure adherence to applicable codes, requisitions, and company directives regarding building operations.

Implement maintenance best practices that enhance performance and reduce costs, supporting standardized maintenance across the client portfolio.

Proactively identify and resolve facilities deficiencies before they are reported by clients, fostering a culture of "find it first, fix it first."

Qualifications

High School Diploma or GED Equivalent is required.

Experience

7+ years of relevant experience in a commercial property setting or a similar combination of education and experience in the operation, installation, and maintenance of building systems, with a comprehensive technical understanding of HVAC, electrical, plumbing, fire/life safety, and control systems.

Trade school education is preferred.

Experience supervising hourly employees in property management, construction, or facilities environments is essential.
