Job Summary

The U.S. Department of the Interior is seeking a highly skilled Realty Specialist to join our team. As a Realty Specialist, you will be responsible for performing a variety of tasks related to lands and realty case work, including gathering, analyzing, and processing information, and making defensible recommendations.

Key Responsibilities
  • Gather, analyze, and process information, and make defensible recommendations on a variety of routine and non-controversial case work including, rights-of-ways, communication sites, land acquisition and disposal, Recreation and Public Purposes actions, exchanges, permits, leases, withdrawals, and trespass.
  • Serve as a Realty Program liaison, establishing effective working and outreach relationships with local government, the general public, employees of State and Federal agencies, private industry, and Bureau employees at various levels.
  • Prepare environmental assessments on routine and non-controversial realty casework.
  • Lead or conduct routine on-site compliance examinations on rights-of-way, permits, Recreation and Public Purposes, and other use authorizations to assure compliance with stipulations.
  • Inventory existing realty actions and monitor Resource Management Plan (RMP) recommendations through contact with local governments, private industry, planning and zoning commissions, and similar entities.
Requirements
  • U.S. Citizenship required.
  • May be required to complete background investigation and drug screening.
  • Meet Selective Service Registration Act requirement for males.
  • Must provide resume and supporting documents.
  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
Qualifications

To qualify for this position, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

MINIMUM QUALIFICATIONS:

To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

GS-5:

General Experience:

  • Must have three years of experience, one year of which is equivalent to the GS-4 grade level. Examples of general experience would include: 1) analyze problems to identify significant factors, gather pertinent data; and recognize solutions; 2) plan and organize work; 3) and communicate effectively orally and in writing.

Education:

  • Must have completed a 4-year course of study leading to a bachelor's degree or possess a bachelor's degree.

OR

Combination:

  • A combination of work experience and education as described above which when combined equals to 100% of the requirement.
GS-7:

Specialized Experience:

  • Have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) gathering, analyzing, and processing information on a variety of lands and realty actions (such as rights-of-way, temporary use permits, exchanges, public sales, recreation and public purposes leases/patents, airport leases/patents, land classification, withdrawal, State selections, trespasses, etc.) or other public lands use authorization; (2) assisting with determining land ownership and status; (3) assisting in gathering information and data necessary to complete environmental reviews from on-site examinations; (4) assisting with the development of environmental assessments for other proposed actions which affect the lands program.

OR

Education:

  • Have one (1) full year (18 semester hours) of graduate level education from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position.

OR

Superior Academic Achievement:

  • Have completed a bachelor's degree AND Superior Academic Achievement and meet one of the following: A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study; A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study; Rank in the upper one-third of your class in the college, university, or major subdivision; or Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

OR

Combination:

  • A combination of work experience and education as described above which when combined equals to 100% of the requirement.
