As a Senior Cost Estimation Specialist, you will deliver expert Cost Estimating Analysis and functional knowledge to support the development and maintenance of advanced military aircraft programs.
In this capacity, you will provide intricate financial management assistance for daily program operations, long-term financial projections, and information requests from various defense entities, including government and international partners.
You will collaborate with a multi-disciplinary team to shape system development inputs, ensuring alignment with military objectives.Your responsibilities will include strategic planning, programming, and budgetary support.
Utilizing cost analysis methodologies, you will employ tools such as CCARs, alongside Navy ERP and Air Force Legacy Systems, to support your analysis.
You will leverage CCARS to grant program managers visibility and traceability into budget and financial execution across various programs.Additionally, you will ensure compliance with financial transaction activities within the Joint Program Office (JPO) and associated organizations.
Working collaboratively, you will assist in formulating F-35 JPO policies, provide essential decision support and analysis, and act as a liaison with both internal and external stakeholders.
Your expertise in cost analysis will be crucial in client engagements and project workflows, including the development of strategic plans and oversight of cost analysis activities.
Implementing effective financial management practices and comprehensive project management will be key to delivering accurate development and sustainment cost forecasts.
Essential Qualifications:
- Minimum of 5 years of experience with the DoD PPBE process for ACAT ID level programs, particularly within Navy, USAF, or Joint Services.
- Proficiency in cost estimation techniques and tools.
- Strong skills in MS Excel and PowerPoint.
- Capability to engage with program managers and engineers to gather and standardize various data types, including hours, SLOC, or contract actuals.
- Expertise in constructing models for both BY and TY costs using OSD deflators across multiple appropriations.
- Innovative approach to presenting and displaying cost comparisons against budgets, plans, or metrics.
- Experience in briefing program directors to secure approval for developed estimates.
- Ability to create comprehensive Basis of Estimate (BOE) and presentation materials required by U.S. Services, international partners, and external review agencies.
- Secret clearance required.
- Bachelor's degree in Accounting, Finance, or Business.
Preferred Qualifications:
- Familiarity with CSDR reporting.
- Creative and adaptable mindset.
- Excellent verbal and written communication skills.
Clearance Requirements:
Selected candidates will undergo a security investigation and must meet eligibility criteria for access to classified information; a Secret clearance is mandatory.
Work Environment:
