Position Overview:

The primary responsibility of the COMSEC Operations Manager is to provide support within Special Access Programs (SAPs) for various Department of Defense (DoD) agencies. This role encompasses daily operations related to Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) activities.

Key Responsibilities:

  • Conduct secure equipment inventories and inspections, ensuring compliance with COMSEC protocols.
  • Oversee the installation of secure telephone equipment and coordinate the delivery of encryption devices and keying materials to IT specialists managing classified networks.
  • Administer a Top Secret inventory and document control program for COMSEC equipment and materials.
  • Perform inventories according to agency policies and report discrepancies to the government customer.
  • Facilitate the couriering of classified information and manage receipts for classified materials.
  • Ensure compliance with Automated Information Systems Security requirements related to COMSEC duties.
  • Verify that proper physical security accreditation is issued by designated Program Security Officers for supported facilities.
  • Provide training to personnel on COMSEC procedures and equipment usage.
  • Execute additional duties as assigned.

Experience and Education Requirements:

Applicants should possess a minimum of 5 years of relevant experience, along with a Bachelor’s degree or equivalent experience (4 years).

Certification and Security Clearance:

Candidates must complete the DoD SAPCO approved SAPNP training if performing personnel security functions. A current Top Secret Clearance with SCI Eligibility is required, along with eligibility for access to Special Access Program Information and a willingness to submit to a Counterintelligence polygraph.

Additional Qualifications:

Successful candidates will demonstrate a strong understanding of COMSEC accountability and the procedures for issuing and receiving COMSEC equipment and materials. Familiarity with COMSEC requirements and procedures, including the acquisition, maintenance, operations, and disposition of COMSEC equipment, is essential. The role may involve moderate lifting (approximately 25-40 pounds) and requires the ability to navigate between buildings. Candidates should be prepared for sedentary work at least 50% of the time and possess the ability to manage stress with professionalism. Strong critical thinking, leadership skills, and effective verbal and written communication abilities are crucial for success in this position.
