We are seeking an experienced IT Project Manager to lead the implementation of multiple web-based and/or low-code applications for our government client. The ideal candidate will have a strong background in project management, with experience in leading complex automation implementation efforts.
Key Responsibilities- Develop and obtain approval of business cases for new projects through stakeholder and market analysis, cost/benefit analysis, and project schedule estimates.
- Implement medium to large-sized project(s) of moderate to high complexity and risk.
- Manage dependencies of the IT project that extends to multiple divisions and external entities.
- Work directly with senior level executives, IT personnel, business program, and external resources to analyze and execute project requirements and manage stakeholder expectations.
- Establish, manage, and execute thorough communications plans for project stakeholders.
- Work with the agency business, IT, and the selected vendor or in-house development team to complete implementation of the project.
- Serve as scrum master for internal agile development projects.
- Lead, direct, and oversee the project team(s) and vendor-related activities tied to the project.
- Manage project milestones and critical dates to identify potential risks and impacts that could jeopardize project schedule.
- Support the Contract Administrator by performing vendor management and ensuring that vendor deliverables are reviewed and approved.
- Develop all project management artifacts following industry best practices and guidelines.
- Manage the day-to-day activities for the project, ensuring the quality of deliverables, monitoring and controlling project risks, cost, and schedule.
- Track project expenses and determine if they are within the allocated budget.
- Manage project changes and complete all input to the State project portfolio management tool and online project notebooks.
- Manage internal and external relationships and dependencies across all workstreams to ensure successful delivery of the project.
- Assist the business in managing procurement efforts through the development of procurement documents and perform administrative and documentation tasks.
- 10 years of Project management experience, preferably with large, complex automation implementation efforts.
- 10 years of Demonstrated Project Management experience on IT application/system development and deployments for multiple clients.
- 10 years of Proven track record of delivering projects and workstreams with aggressive timelines and deliver within scope, budget, and schedule.
- 10 years of Objective decision-making ability based on strategic objectives priority, business performance analysis, and resource availability.
- 7 years of Hands-on experience managing project risk, cost, schedule, quality, testing, and communications.
- 3 years of Experience implementing applications using Salesforce, MS Dynamics, and/or ServiceNow.
- Ability to adapt working style to ensure compliance with the State's and agency's methodologies.
- Strong leadership, organizational, interpersonal, and time management skills.
- Ability to act independently with sound business judgment, attention to detail, and thrive in an environment with diverse communication styles.
- Demonstrated oral and written communication, presentation, and problem-solving skills.
- 7 years of Solid work experience with project management tools, including Microsoft Project and Project Server, Jira, and Confluence.
- 7 years of Experience with MS Office and Teams.
- 5 years of Demonstrated experience with Waterfall, Agile, and Hybrid software development frameworks.
- 8 years of Demonstrated experience with vendor management on a medium or large IT project/system implementation.
- 5 years of Knowledge of healthcare and managed care systems with an emphasis on behavioral health, developmental disabilities, and substance use.
- 8 years of Extensive understanding of MS SharePoint end user experience, sites, libraries, lists, and groups.
- 5 years of Ability to perform market analysis, prepare detailed budgets with cost/benefit analysis, and develop business cases for new automation projects.
- 7 years of State/federal experience.
- Familiarity with cost allocation methodologies and developing cost projections.
- Results-oriented, self-motivated individual with a very strong work ethic.
- Team building and change management skills to influence and guide cross-functional teams.
- 3 years of Experience implementing one or more of the following low-code technologies: Salesforce, Microsoft Dynamics, or ServiceNow.
