POSITION OVERVIEW: Under general supervision, oversee, direct, coordinate, schedule, assess, and evaluate the operations of a segment within the Public Works or Planning Departments. This role involves reviewing and analyzing technical and engineering challenges, alongside fulfilling additional responsibilities as necessary. This position is typically accountable for managing a section within the Public Works or Planning Departments and serves as the initial full supervisory and management level within the professional and technical engineering series. Incumbents will supervise a team of engineers, paraprofessional engineers, engineering aides, maintenance personnel, and other support staff. In addition to overseeing staff activities, incumbents will engage in complex engineering tasks or act as the technical authority in evaluating and analyzing engineering matters.

CURRENT VACANCY: The current opening is within the Traffic Engineering division of the Department of Community Development & Infrastructure (CDI), Public Works Division.

  • Traffic Engineering: This division is tasked with the management of traffic engineering and operational aspects; designing signal systems and proposing enhancements for traffic operations. A valid certificate of registration as a Civil Engineer from the California Board of Registration for Professional Engineers is mandatory for this role. A certificate as a Traffic Engineer from the California Board of Professional Engineers is highly advantageous. Responsibilities include coordinating with public and private entities regarding projects in the pre-construction or construction phases; reviewing and advising staff on contract awards, modifications, progress payments, and project completion.

FORTHCOMING VACANCIES: Anticipated openings exist in the Flood Control and Stormwater division and the Road Design division of the Department of Community Development & Infrastructure (CDI), Public Works Division.

  • Flood Control and Stormwater: This division oversees the maintenance and capital projects related to County drainage and flood control; manages the tracking and reporting of the County NPDES general permit; administers the County's Drainage Zones/Flood Control Districts, establishes fees and assessments, and updates relevant Capital Improvement Programs. A valid certificate of registration as a Civil Engineer from the California Board of Registration for Professional Engineers is required for this position.
  • Road Design: This division is responsible for the design of various County transportation capital improvement projects, including storm damage road repairs and bridge rehabilitation projects. A valid certificate of registration as a Civil Engineer from the California Board of Registration for Professional Engineers is required for this position.

QUALIFICATIONS: A combination of education and experience that provides the necessary knowledge and skills is required. A typical pathway to meet these qualifications includes: Graduation from an accredited institution with a degree in civil, traffic, environmental, or sanitary engineering; or biological, chemical, physical, or soil science; or a related discipline; AND five (5) years of progressively responsible engineering experience demonstrating the requisite knowledge and skills. A master's degree in civil engineering or a closely related field may substitute for one year of the required engineering experience.

SPECIAL REQUIREMENTS:

License: A valid California class C driver license is required.

Certification: For certain assignments: A valid certificate of registration as a Civil Engineer from the California Board of Registration for Professional Engineers is required.

KNOWLEDGE: For all roles, comprehensive knowledge of current federal, state, and local laws, regulations, and rules pertinent to the specific program assignment is essential; familiarity with principles and practices of supervision and training; public administration principles, including organization, management, and budgeting; and the application of data processing in Public Works or Planning initiatives. For Civil and Construction Engineering roles, thorough knowledge of civil engineering principles and practices as applied to public agencies; understanding of material strengths, properties, and applications in engineering construction; working knowledge of design and/or construction methods and inspections for public works or planning projects, including streets, storm drains, sanitation systems, structures, and bike paths; principles of traffic engineering and methods for regulating vehicular and pedestrian traffic flows (may be required for some positions); hydrology and hydraulic design engineering; and some knowledge of wastewater engineering (for certain positions). For Solid Waste Engineering roles, thorough knowledge of landfill and solid waste engineering concerning the operation of landfill and transfer stations; some knowledge of material strengths, properties, and applications in engineering construction. For Water and Wastewater Engineering roles, thorough knowledge of the methods, materials, tools, and equipment used in the operation, maintenance, and repair of wastewater collection, treatment, and transmission facilities; safety practices in sanitation operations; and regulations related to drinking water treatment and domestic wastewater disposal. For Flood Control Engineering roles, thorough knowledge of watershed management; flood control activities, including flood modeling; and regulations and permit processing for flood control improvement projects and routine maintenance activities.

ABILITIES: Plan, organize, supervise, train, and evaluate the work of professional and technical personnel; schedule tasks, establish priorities, and resolve complex issues; analyze technical and administrative challenges and develop effective solutions; coordinate section activities with other departments; interpret, explain, and apply relevant laws, rules, and regulations; supervise the preparation of engineering designs, plans, and specifications for public works facilities; manage extensive sanitation maintenance operations for specific roles; oversee contractor compliance with approved engineering plans and specifications; establish and maintain effective working relationships; apply traffic engineering principles to ensure safe and efficient vehicular and pedestrian traffic flow (may be required for some positions); effectively manage and administer a flood control program, including project and maintenance regulatory permitting (may be required for some positions); perform complex engineering tasks; prepare clear and concise administrative and technical reports; communicate effectively before groups; prepare budgets; and utilize computer systems for data input, access, and analysis.
