Job Summary

The King County Facilities Management Division Finance Division is seeking a highly skilled Financial Comptroller to support our Real Estate Services division. As a key member of our team, you will be responsible for overseeing and implementing all accounting, budgeting, and reporting of financial activity for the Facilities Management Division. This includes monitoring leases for compliance with terms of the lease agreements and providing financial analysis of the Capital Fund.

Key Responsibilities

* Analyze revenues and work with RES staff to calculate estimated biennial revenue projections for permits, acquisitions, sales, property management services, and leases;
* Prepare revenue estimate documents;
* Analyze expenditures to determine biennial budget requirements for staff salaries, supplies, and services;
* Provide analyses and recommendations to RES manager;
* Prepare cost estimates and budget submittal documents for new positions and/or other new requests;
* Submit information into Budget System including supporting documents;
* Provide information to FMD Finance Manager, Real Estate Services Manager, and PSB analyst for questions from Council Staff;
* Review incoming cash/checks for deposit to ensure proper coding and record keeping;
* Maintain database of rent and operating costs and provide the information for budget development;
* Review budget proposal with PSB and submit revisions as needed;
* Implement and monitor project budgets for 80+ capital leases;
* Analyze lease documents to pull all financial information, determine rent schedules, lease terms, KC operating cost responsibilities, and other additional costs outlined in lease clauses;
* Review lease operating cost estimates and annual operating cost reconciliations submitted by landlords;
* Analyze cost changes and provide analysis to RES leasing staff;
* Verify rates for scheduled changes and process monthly lease payments for multiple KC agencies;
* Work with lessee agencies to collect reimbursement for monthly expenditures;
* Provide fund analysis for presentation to Finance Manager, Division management, and PSB;
* Analyze leases to prepare cost projections of rent and operating costs for RES staff, Division management, legislation fiscal notes, lessee agencies, and for FBOD's Gravity database group;
* Act as subject matter expert pertaining to all financial aspects in development and implementation of lease database software;

Requirements

* Bachelor's degree in finance, business, accounting, or related field;
* At least three (3) years of progressive experience in budget development, business analysis, financial reporting, and forecasting, and use of enterprise-wide financial applications;
* Demonstrated experience in presenting budget information as it relates to key policy issues for resource allocation;
* Demonstrated experience in ERP/financial management systems, budget development and tracking systems, reporting systems, and solutions;
* Ability to synthesize complex financial and accounting issues in simpler terms for a non-finance/accounting audience;
* Proficiency using Microsoft Office products, especially Excel (intermediate to expert level);
* Knowledge of public sector accounting and auditing, including structure, programs, funding sources, and policies;
* Federal, state, and local audit requirements for grant administration;
* Experienced in the use of King County financial systems and tools such as Oracle EBS, BI Insights, BI Publisher, etc.;
* Experience in cloud computing environment - Office 365, OneDrive, SharePoint;
* Understanding of the principles of equity and social justice;
