Responsibilities:
  • Conducting thorough analyses of proposals and evaluating decision-making factors, including strategic alignment, cost/benefit assessments, and risk evaluations.
  • Collaborating closely with Product Owners and the Product Manager to define a product strategy that meets user requirements.
  • Creating product roadmaps, backlogs, and measurable success criteria, while crafting user stories to facilitate delivery pathways.
  • Identifying skill requirements and mapping internal, agency, and external resources.
  • Assessing project risks and proposing effective mitigation strategies.
  • Defining how anticipated user and financial benefits can be realized and measuring channel shifts.
  • Providing actionable recommendations based on comprehensive analyses.
  • Managing, coordinating, and maintaining clear, concise, and organized documentation for current and future reference, utilizing existing IRS tools. This includes system architecture diagrams, flow diagrams, and other relevant documentation, structured for easy navigation and understanding.
Qualifications:
  • Bachelor's degree in Business Administration, Business Analytics, or a related discipline.
Minimum Requirements:
  • A minimum of 3 years of experience in Business Analysis within a medium to large Agile enterprise.
  • Familiarity with a variety of digital/web services and solutions, particularly those employing open source and Agile development methodologies.
  • Strong attention to detail, excellent communication skills, and the ability to simplify complex information for broader understanding.
  • Proficiency in IIBA best practices, comprehensive analysis, and system comprehension.
  • Expertise in requirements gathering, decomposition, and traceability.
  • Capability to coach teams in Agile practices.
  • Ability to evaluate current Agile methodologies and propose shifts towards industry best practices.
  • Extensive experience in requirements gathering, writing, and management, including User Story Mapping and Use Case development.
Preferred Qualifications:
  • Active IRS MBI Clearance.
  • In-depth knowledge of IRS operations and the OLA program.
  • Certification from IIBA.
Location:
  • This position is hybrid, based in Lanham, Maryland. Candidates must be local or willing to relocate.
