Job Title: IT Programmer Analyst Lead/Advanced

We are seeking a highly skilled IT Programmer Analyst Lead/Advanced to join our team at the Maryland Department of Transportation. As a key member of our IT team, you will be responsible for designing, developing, testing, implementing, and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Key Responsibilities:
  • Design, develop, test, implement, and maintain applications systems and programs using generally accepted computer programming languages or other developmental tools.
  • Provide support for the Information Systems (IS) Group in identifying and resolving application problems.
  • Oversee the application services programming for various computer systems supported by the IT department.
  • Plan, coordinate, and evaluate the work of other IT Programmer Analysts and related support staff.
  • Instruct staff in administrative and operating policies and procedures.
  • Maintain logs of assigned projects and prepare status reports for management as required.
Requirements:
  • Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.
  • Two (2) years of experience designing, developing, testing, implementing, and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.
  • One (1) year of this experience must involve proficiency using Structured Query Language (SQL) and leading or reviewing code from IT professionals.
Preferred Qualifications:
  • At least one year of experience as a project leader of an IT application development team.
  • Proficiency at writing batch script files. Python and strong SQL skills are a plus.
  • Skill developing web-based systems using at least one of the following: GitHub, Visual Studio, VBScript, JavaScript, C#, WEB API, and REST API.
  • Project Management experience.
  • Database management experience.
  • Experience utilizing SDLC processes and writing technical documentation.
  • Proficiency with MS Office, applications development using Visual Basic or Visual Basic for Applications (VBA).
  • Proficiency with Microsoft SQL Server, MS Access, Oracle, TOAD, and other database tools.
  • Skill developing reports for applications using BIRT Reports for Maximo are a plus, Power BI.
  • Skill in applying inductive and deductive reasoning to reach logical solutions to problems.
  • Ability to communicate effectively and to establish and maintain effective working relationships with users, vendors.
