Key Responsibilities
  • Plan, manage, and oversee the daily functions, operations, and activities of engineering and inspection-related functions of Public Works.
  • Supervise, coordinate, and review public works engineering activities, including determining project scope and reviewing plans of private contractors.
  • Make technical engineering decisions and participate in the development, implementation, and monitoring of long-term goals, plans, and objectives for assigned engineering functions.
  • Participate in the development, administration, and oversight of operating and capital outlay budgets, including determining funding needed for staffing, equipment, materials, and supplies.
  • Participate in the selection, training, directing, motivating, and evaluating assigned personnel.
  • Prepare plans, profiles, and cross sections of all street improvements and collaborate with developers, engineering staff, contractors, architects, and consultants to evaluate, negotiate, and resolve construction, engineering, and compliance issues.
  • Prepare and present staff and agenda reports and other necessary correspondence related to assigned activities and services, including coordinating the development of and recommending approval of City Council agenda reports.
  • Conduct a variety of organizational and operational studies and investigations, including recommending modifications to assigned programs, policies, and procedures as appropriate.
  • Serve as a liaison for assigned functions with other City departments, divisions, and outside agencies.
  • Attend and participate in professional group meetings, conferences, and continuing education, including attending regional transportation meetings and representing the City and the Public Works Department at regional technical committees.
  • Analyze and interpret new and proposed legislation and changes in technology that may affect programs and operations.
Requirements
  • Bachelor's degree from an accredited college or university with major coursework in civil or structural engineering or a related field.
  • Eight years of increasingly responsible professional civil engineering experience, including three years in a management or supervisory capacity.
  • Possession of a valid California Driver's License, to be maintained throughout employment.
  • Possession of a valid registration as a Professional Engineer (PE) issued by the State of California, to be maintained throughout employment.
Preferred Qualifications
  • Master's degree in civil engineering or a related field.
  • Experience in public works engineering, including land development, capital improvement projects, transportation planning, and more.
  • Experience in managing and supervising engineering staff, including training, directing, motivating, and evaluating personnel.
  • Experience in budget development, administration, and oversight, including determining funding needed for staffing, equipment, materials, and supplies.
  • Experience in preparing and presenting reports and other necessary correspondence related to assigned activities and services.
  • Experience in conducting organizational and operational studies and investigations, including recommending modifications to assigned programs, policies, and procedures.
