Configuration Change Manager

We are seeking a highly skilled Configuration Change Manager to join our team at Naval Sea Systems Command. As a key member of our Waterfront Operations Division, you will play a critical role in managing configuration changes for shipbuilding projects and programs.
Key Responsibilities- Plan, organize, and direct the efforts of a team of Government and contractor personnel in processing changes from initial identification to completion of the Contract action.
- Monitor and process Engineering Change Proposals, funding, waivers, and deviations, providing reports to the Program Managers Representative (PMR).
- Participate in Configuration Control Board to monitor and track configuration changes.
- Create reports to help the PMR manage change funding.
- Implement and coordinate Waterfront Change Process by preparing Independent Government Estimates (IGE), creating statements of work, defining scope to the contractor, and providing accountability for funds expended.
- Identify and implement innovative alternatives to normal business processes to produce a more efficient process.
- Provide business analysis of change process and funds management to help the PMR run the project office.
- Create purchase request documents in Enterprise Resource Plan (ERP) to initiate funding commitments.
- Coordinate contract changes amongst Program Office managers, Project Office managers, and waterfront personnel, Logistics, and SSGC Engineering, Comptroller, and Contracts departments.
- Evaluate subordinate work performance for annual appraisals and provide advice, counsel, or instruction to employees on both work and administrative matters.
To be successful in this role, you must have at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector, evaluating contract specifications or changes to identify their impact on funding estimates, obligations, or expenditures for shipbuilding projects or programs.
Please note that this position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
