Cost Estimation Specialist

Key Responsibilities:
+ Develop and maintain estimating timelines that align with acquisition schedules.
+ Create Program Office Estimates (POEs) based on established procedures to determine the anticipated financial outlay for specific tasks or items.
+ Collaborate with Integrated Product Team (IPT) members to establish the technical foundation of programs, gather and analyze data, and document findings.
+ Evaluate program activities and provide cost estimates, adjusting POEs as necessary to produce accurate and realistic life cycle cost assessments.
+ Prepare, present, and reconcile estimation results, which encompass development, procurement, operations and support (O&S), and, where applicable, disposal costs, in accordance with the program's Cost Analysis Requirements Description (CARD) for Major Defense Acquisition Programs (MDAPs) and other Acquisition Category (ACAT) programs.
+ Manage the upkeep of a cost data repository, including cost reports, data, and finalized cost estimates.
+ Generate life cycle cost estimates covering Engineering and Manufacturing Development (EMD), production, and sustainment phases of programs.
+ Conduct evaluations of existing program cost estimates that may involve program restructuring, the introduction of new capabilities or technologies, changes in quantity, significant funding adjustments, and other necessary modifications.
+ Analyze proposals from weapon system contractors.
+ Support the formulation of Program Objective Memorandum (POM) inputs and other financial documentation.
+ Assist in the creation and ongoing updates of the program's initial CARD throughout its lifecycle.
+ Coordinate project scope, timelines, and financial objectives to objectively assess progress and evaluate contractor performance reporting data.
+ Contribute to Integrated Baseline Reviews (IBRs).
+ Engage in Defense Acquisition Executive Summaries, Milestone Reviews, Economic Analyses, Analysis of Alternatives, and External Inquiries.
Required Qualifications:
+ Bachelor’s degree with at least twenty-one (21) semester hours in quantitative analysis courses, including a minimum of three (3) semester hours in calculus.
+ A minimum of eight (8) years of relevant experience.
+ Compliance with DoD Directive, DoD Instruction, and various Air Force policies and regulations regarding cost analysis and financial management.
+ U.S. Citizenship is mandatory; ability to obtain and maintain a Secret clearance is required.
Preferred Qualifications:
+ Experience with Automated Cost Estimating Integrated Tools (ACEIT).
+ Familiarity with other estimating tools such as PRICE TruePlanning, Constructive Cost Model (COCOMO), and Oracle Crystal Ball.
+ Knowledge of Air Force maintained databases like Air Force Total Ownership Cost (AFTOC) and Reliability and Maintainability Information System (REMIS).
+ Experience with government documentation and databases that require financial management and cost data.
