Position Overview
The role of the Property Appraiser is crucial in determining property values through systematic evaluation methods aimed at tax assessment.
Depending on qualifications and experience, applicants may be appointed as a Property Appraiser I, II, III, or IV. The minimum qualifications and required certifications differ by level.
Compensation by Level:
Property Appraiser I: $ Hourly
Property Appraiser II: $34.33 Hourly
Property Appraiser III: $50, $81,258.52 Annually
Property Appraiser IV: $56, $90,871.40 Annually
Key Responsibilities
1. **Conduct Property Evaluations:** Execute both basic and advanced appraisals of residential and exempt properties; gather or confirm data for new and existing structures; apply departmental protocols and current information to determine fair market values.
2. **Data Collection:** Assemble specific property data; measure, sketch, or photograph new constructions, extensions, and renovations to ascertain property values; compile sales data; and review existing appraisal records.
3. **Field Inspections:** Validate data for new constructions, extensions, renovations, sales data, and other miscellaneous inspections in the field.
4. **Prepare Appeal Documentation:** Collect information and records; verify data; conduct additional research and field assessments; and compile necessary information for appeal hearings. Provide assistance to property owners, tax representatives, and the public regarding tax-related inquiries, including appraisal methods, appeal processes, parcel ownership, and valuation history.
Additional Responsibilities for Higher Levels:
Property Appraiser II: Aid in addressing formal appeals concerning property valuations; provide necessary information and documentation; verify records; conduct additional research and field reviews; and participate in meetings and hearings as required.
Property Appraiser III: Support in managing formal appeals related to property valuations; provide essential information and documentation; verify records; conduct further research and field reviews; and attend meetings, conferences, hearings, and court as necessary to testify regarding valuation methods and practices.
Property Appraiser IV: Assist with complex issues and provide technical guidance; support training and instructing colleagues on operational procedures and equipment usage; assist in supervising staff by reporting employee issues and contributing to performance evaluations.
5. **Other Duties:** Perform additional related tasks as assigned.
Minimum Qualifications
Appraiser I: High School Diploma or GED required; prior experience in property appraisal and assessments preferred; or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this role.
Appraiser II: High School Diploma or GED required; Bachelor's degree preferred; supplemented by two years of experience in property appraisal and valuation; or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this role.
Appraiser III: High School Diploma or GED required; Bachelor's degree preferred; supplemented by three or more years of experience in property appraisal and valuation; or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this role.
Appraiser IV: High School Diploma or GED required; graduate of an accredited college or university, Bachelor's degree preferred; supplemented by five or more years of property appraisal and valuation experience; two years of appraisal experience may substitute for each year of college required; or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this role.
Licenses and Certifications
Appraiser I: Must possess and maintain a valid Driver's License; requires certification as an Appraiser I by the State Revenue Department at the time of hire or within eighteen months of assignment to the position.
Appraiser II: Must possess and maintain a valid Driver's License; must possess and maintain Appraiser II certification.
Appraiser III: Must possess and maintain a valid Driver's License; must possess and maintain Appraiser III certification.
Appraiser IV: Must possess and maintain a valid Driver's License; must possess and maintain Appraiser IV certification.
Physical and Sensory Requirements
Tasks may require moderate physical effort involving some combination of stooping, kneeling, crouching, and crawling, which may involve lifting, carrying, pushing, and/or pulling of moderate-weight objects. Some tasks require the ability to perceive and differentiate colors, odors, depth, and texture. Communication skills are essential for oral tasks.
Environmental Considerations
Performance of essential functions may involve exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, humidity, rain, and interactions with the public.
