Job Summary

Key Responsibilities
  • Develop, direct, and manage City-wide training and development opportunities to promote employee engagement and alignment with organizational mission, vision, and values.
  • Manage and coordinate training administration, training and development programs, performance management, succession planning, employee culture and engagement initiatives, and internal communications.
  • Develop and implement goals, objectives, policies, and priorities for assigned operations, and recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures, and conduct follow-up studies of completed training to evaluate and measure results.
  • Oversee and coordinate the development and administration of employee training, development, and talent management programs, and propose training, development, and talent management programs and objectives.
  • Conduct training needs analysis, design training programs utilizing various media, identify instructors, develop training calendars, and manage a training administrative system.
  • Oversee and participate in the development and administration of the program's annual budget, participate in the forecast of funds needed for staffing, equipment, materials, and supplies, monitor and approve expenditures, and implement adjustments.
  • Serve as the liaison for training, development, and talent management operations with other divisions, departments, and outside agencies.
  • Prepare and present staff reports and other necessary correspondence, and develop and maintain organizational communications such as bulletin boards and newsletters to ensure employees have knowledge of training and development events and resources.
  • Provide guidance and counsel in matters of employee development, and provide responsible staff assistance to the Human Resources Director.
  • Attend and participate in professional group meetings, maintain awareness of new trends and developments in the field of training and employee development, and incorporate new developments as appropriate.
  • Monitor legislative efforts and legal decisions for possible application to the City's training, development, and talent management programs.
Requirements
  • Bachelor's degree from an accredited college or university with major coursework in public administration, business administration, human resources, organizational development, psychology, education, or a related field.
  • Five years of increasingly responsible experience administering employee training and development programs.
  • Possession of an appropriate, valid driver's license.
