Job Overview

The selected analyst will leverage their expertise in Department of Defense (DoD) financial policies, procedures, and systems to provide insightful analysis and recommendations.

Key Responsibilities:
  • Engage in detailed analysis related to budget execution for the Army National Guard (ARNG), Air National Guard (ANG), and National Guard Bureau (NGB). This includes monitoring, reporting, and evaluating costs, obligations, disbursements, reprogramming outcomes, and associated historical and current trends.
  • Contribute to the assessment of issues and evaluate the impacts and discrepancies between the President's Budget Requests, Congressional Marks, and other decisions arising from DoD, HQDA, or HAF directives.
  • Assist in delivering timely information and developing comprehensive metrics, periodic analytical reports, and integrated dashboards, along with strategic recommendations for NGB leadership.
  • Support the development, review, and finalization of correspondence for NGB senior leaders, providing input on execution-related products, processes, guidance, and policy.
  • Facilitate the development and response to formal staffing actions.
  • Utilize analytical skills to create a solid empirical foundation for analysis and recommendations.
  • Collaborate with personnel across ARNG, ANG, and NGB to foster relationships that enhance situational awareness on financial matters and support the formulation of recommendations for leadership.
Essential Qualifications:
  • U.S. Citizenship.
  • Active Secret clearance required; Top-Secret Clearance with SCI eligibility preferred.
  • Demonstrated analytical and organizational skills.
  • Detail-oriented with the ability to manage multiple initiatives simultaneously.
  • Exceptional verbal and written communication skills.
  • Extensive knowledge of financial management policies and regulations within the DoD.
  • Proficiency in Microsoft Office Suite.
  • Experience with financial systems (e.g., GFEBS, DEAMS, RMOnline, ODS, PBAS).
  • Proven ability to analyze and manipulate DoD financial data.
  • Willingness to travel.
Preferred Qualifications:
  • Experience with DoD tasking systems (e.g., Enterprise Task Management Software Solution (ETMS2) or Task Management Tool (TMT)).
  • Familiarity with Advana, Power BI, and data analysis applications.
  • Certified Defense Financial Manager (CDFM) designation.
  • DoD FM Certification.
Experience Requirements:
  • Three to six years of experience in comptroller functions within senior defense organizations.
  • Three to six years of experience in conducting and presenting budget and financial data analysis, applying financial principles and systems utilized by the Army, Air Force, Joint Staff, NGB, and OSD.
Preferred Experience:
  • Six to ten years of experience in comptroller functions within senior defense organizations.
  • Six to ten years of experience in budget and financial data analysis.
  • Experience with National Guard financial management.
Educational Background:
  • Bachelor's Degree from an accredited institution recognized by the U.S. Department of Education.
  • Completion of CGSC or ILE for former military officers, or equivalent Professional Military Education for former military personnel.
Preferred Education:
  • Master's Degree from an accredited institution with a focus on finance or accounting.
  • Completion of SSC for former military officers, or equivalent Professional Military Education for former military personnel.
