Job Title: Contract Specialist

Cameo Consulting Group, LLC is seeking a highly skilled Contract Specialist to support onsite at the Department of Energy in Richland, WA.

Job Summary:

The Contract Specialist will provide contract management support with preparation and coordination of contract change packages for Subject Matter Experts (SME) and Division Directors (DD) project reviews. The ideal candidate will have experience with contract clauses and scope dictionaries, as well as knowledge of CERCLA/RCRA processes, groundwater and vadose zone remediation, and DOE IDIQ End State Contracts.

Responsibilities:
  • Provide contract management support via revision and tracking of project contract management/administration correspondence related to subcontract consent, modifications, notifications, requests for equitable adjustment, and proposal requests.
  • Research and provide input on potential contract change requests presented by Hanford prime contractors.
  • Develop and primary liaison for technical analysis review packages for SMEs, Estimating, Contracts, Legal, and DDs.
  • Provide guidance to and coordination with various functional and project-related organizations within RL (including cost estimating support, Procurement, RL SMEs, DDs, and other support staff) to execute contract changes.
  • Coordinate with project lead scheduler to maintain an updated schedule on preparing pre-negotiation memo packages for the Contracting Officer.
  • Monitor contract deliverables received including notifications and obligations.
  • Maintain project files for contract management.
  • Facilitate contracting meetings and ensure that change tracking log is updated.
  • Maintain, update, and provide input for the work breakdown structure dictionary.
  • Develop change order packages (Notification of Change, Letter Responses, government estimate).
  • Support and coordinate contractor invoice reviews.
  • Support task order efforts such as scoping workshops, development of RFTPs, coordination of proposal evaluations, and tracking task order end state progress.
  • Coordinate Contractor Performance Assessment Reporting (CPARS) evaluation input at the project level by scheduling technical input sessions with the SMEs, DDs, and other support staff.
Requirements:
  • Education - BS/BA degree in a relevant field of study. Five years of experience may be substituted for BS/BA degree.
  • Minimum of five years of relevant experience, including experience with contract clauses and scope dictionaries, CERCLA/RCRA processes, groundwater and vadose zone remediation, and DOE IDIQ End State Contracts.
  • Working level knowledge of technical reports and scope such as: Cumulative Impact Evaluation, Composite Analysis, and Bio-mobilization/Bio-intrusion Evaluation.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and FAR Supplements.
  • Working level knowledge of DOE IDIQ End State Contracts.
  • Working level knowledge of DOE Prime Contract Invoice Review Process.
  • Working level knowledge of Hanford Site mission, activities, and priorities.
  • Working level knowledge of DOE Hanford processes and procedures.
  • Working level knowledge of DOE's contract management practices, policies, and procedures.
  • Familiarity with or ability to learn/use other technology management tools employed at Hanford.
  • Excellent written and verbal communications skills.
  • Excellent communication responsiveness and customer service skills.
  • Proficiency in Microsoft 365 with excellent knowledge of MS Word and Excel.
  • Compliance with site specific safety and security requirements, including badging and office protocols.
  • Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
  • U.S. citizenship.
