This role is situated within the Office of Inspector General, specifically in the Audit Services division.
Eligibility Criteria
This position is exclusively available to surplus and displaced employees of the HHS OIG who qualify for the Career Transition Assistance Program (CTAP) and to displaced Federal employees in the local commuting area who meet the criteria for the Interagency Career Transition Assistance Program (ICTAP).
Key Responsibilities
- Conduct thorough examinations of relevant laws, legislative history, regulations, contracts, and management controls to understand the objectives and scope of the organization or function.
- Analyze and assess financial records and management controls to evaluate the efficiency and effectiveness of the audited activities in fulfilling their financial obligations.
- Plan and execute comprehensive audits across various health and human services programs, including grantees and contractors receiving funding from the Department.
- Create audit guides for program areas with a high likelihood of significant findings or management interest.
- Engage in and/or lead entrance meetings with key personnel from the auditee, outlining the audit's scope and necessary contributions to the process.
- Assess the applicability of established statistical sampling methods or the necessity for advanced auditing techniques.
- U.S. Citizenship is mandatory.
- Registration with the Selective Service (if applicable).
- Suitability for Federal employment is determined through a background investigation.
- A one-year probationary period may be required.
- Time in grade must be satisfied within 30 days of the announcement's closing date.
Applicants must fulfill all qualification requirements, including educational criteria, within 30 days of the closing date of this announcement. Education submitted as part of the application must be from an accredited institution recognized by the U.S. Department of Education.
Essential Educational Background for Financial Auditors
- Degree: A degree in accounting, auditing, or a related field with auditing courses, supplemented by 24 semester hours in accounting. This may include up to 6 hours in business law. OR
- Combination of education and experience: At least 4 years of experience in accounting or a combination of relevant experience and education that provides professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses, which can include up to 6 hours of business law;
- A certification as a Certified Public Accountant or Certified Internal Auditor, obtained through examination;
- Completion of degree requirements with substantial coursework in accounting or auditing, e.g., 15 semester hours, but not fully meeting the 24-semester-hour requirement.
