Key Responsibilities:

The Project Controls Analyst II will support project activities associated with government contracts, collaborating closely with project teams to ensure subcontractor deliverables align with project objectives. Responsibilities include:

  • Maintaining accurate records of expenditures and timelines, ensuring compliance with regulations at each project phase, and monitoring market changes that may impact project outcomes.
  • Assisting management in the creation of Annual Operating Plans (AOPs) and tracking annual budgets.
  • Overseeing subcontractor agreements and change orders, ensuring all modifications are reflected in the project management system.
  • Verifying that all contracts and change orders are duly executed by the Project Manager or General Manager.
  • Ensuring subcontractors provide all necessary documentation as mandated by government contracts.
  • Collecting and inputting essential documents for each subcontract award into financial systems and project files.
  • Reviewing certified payroll reports for compliance with relevant forms and classifications, conducting audits as necessary.
  • Communicating with project teams regarding the setup of government billing systems.
  • Reviewing billing accuracy and ensuring all required signatures are obtained.
  • Entering billings into the project management and billing platforms.
  • Maintaining a log of billings to track outstanding invoices.
  • Collecting vendor invoices from project managers weekly.
  • Ensuring all vendor invoices are received at both project sites and corporate offices.
  • Facilitating the approval and coding of invoices.
  • Processing new vendor applications for setup in the project management system.
  • Ensuring receipt of appropriate lien waivers.
  • Collaborating with project managers to create project budgets.
  • Developing a Schedule of Values billing template for project discussions, tracking variances and impacts.
  • Conducting Work in Progress (WIP) meetings to monitor budgets and process adjustments.
  • Monitoring margins and working with project managers to ensure accurate reporting for compliance.
  • Preparing monthly billings, analyzing variances against forecasts, and entering data into government systems.
  • Participating in project kickoff meetings to coordinate deliverables with project teams and contracting officers.
  • Submitting pre-construction documentation as required.
  • Managing the substantial completion process and related documentation.
  • Uploading invoices into the document management system and maintaining an invoice log.
  • Identifying invoices over 45 days old and notifying relevant stakeholders.
  • Entering invoices into the project management system.
  • Reconciling vendor statements.
  • Collecting and entering weekly timesheets into the project management system.
  • Maintaining comprehensive project documentation files.
  • Archiving all project documentation upon completion.

Qualifications:

  • Bachelor's Degree in a relevant business field or equivalent experience preferred.
  • 3-5 years of relevant experience in project controls.
  • Previous experience with construction contracts is advantageous.
  • Experience with government contracts, payment systems, and certified payroll is essential.
  • Familiarity with ERP systems (NAV or Vista Viewpoint) is a plus.
  • Understanding of FARs, DFARs, and related regulations is required.
  • Strong preference for candidates with SBA experience or knowledge of SBA operational requirements.
  • Preference for candidates with ANC experience or understanding of ANC structures and requirements.
  • Excellent interpersonal communication skills.
  • Proficient in computer skills, including scheduling software and Microsoft Office applications.
