Position Summary:

Under minimal oversight, this role involves planning, directing, and engaging in land surveying activities to fulfill the legal obligations of the county engineer and comply with relevant codes, ordinances, and regulations established by the Tohono O'odham Nation. The incumbent will create and implement procedures within established policies to guarantee high-quality service delivery.

The work is typically evaluated upon completion to ensure alignment with organizational and departmental objectives, policies, and procedures. Key responsibilities are governed by guidelines that allow for flexibility in selecting methodologies and determining work priorities, as well as planning and coordinating projects.

Key Responsibilities:

  • Oversees, organizes, and actively participates in professional land surveying tasks, providing expert services to county departments and various external agencies in compliance with the county engineer's statutory obligations.
  • Maintains and updates the official land survey records for the Tohono O'odham Nation.
  • Negotiates and manages multiple contracts for professional land surveying services, including aerial photogrammetric surveys.
  • Reviews and certifies the work of section staff and contracted surveyors.
  • Conducts complex land surveys and addresses challenging technical issues for assigned personnel.
  • Supervises and approves the processing and documentation of survey field notes.
  • Acts as a technical advisor on interdepartmental committees for the development and execution of interactive mapping and Automated Geographic Information Network projects.
  • Ensures the security and confidentiality of information encountered during the performance of duties.
  • Serves as an expert witness on survey-related issues in legal proceedings involving tribal courts, external agencies, or individuals.
  • Develops, submits, and manages the budget for the surveying program.
  • Supervises, trains, and assesses the performance of professional, technical, and support staff.
  • Performs additional job-related tasks as assigned and contributes to team objectives.

Knowledge, Skills, and Abilities:

  • Understanding of the Tohono O'odham culture, customs, and traditions.
  • Familiarity with applicable federal, state, and tribal laws, regulations, and requirements.
  • Proficient in principles, practices, methods, techniques, and instruments of land surveying, as well as mathematics and physical sciences.
  • Awareness of laws, regulations, and ordinances relevant to the engineer's responsibilities in land surveying.
  • Knowledge of civil engineering principles and terminology related to land surveying, including construction methods, engineering plans, specifications, and mathematical calculations.
  • Adept at problem analysis, projecting outcomes, identifying solutions, and implementing recommendations.
  • Skilled in utilizing various computer-based resources for surveying tasks, such as CAD/CADD, GIS, word processing, spreadsheets, and database software.
  • Ability to apply land surveying and engineering principles to complex technical and professional challenges in both field and office settings.
  • Competent in interpreting and utilizing engineering plans, maps, specifications, and survey field notes.
  • Capable of preparing, reviewing, and analyzing operational reports.
  • Experienced in supervising and evaluating staff performance.

Minimum Qualifications:

  • Bachelor's Degree in Civil Engineering, Architecture, Planning, Landscape Architecture, or a closely related field; and four years of professional land surveying experience or an equivalent combination of training, education, and work experience demonstrating the ability to perform the duties of this position.
  • Two years of supervisory experience.

OR

  • Eight years of progressively responsible professional land surveying experience, including at least two years of experience supervising multiple land survey staff and/or managing land survey contracts.

Licenses, Certifications, Special Requirements:

  • Must be a registered Professional Land Surveyor in any state at the time of appointment and/or able to obtain registration with the State of Arizona within one year of appointment. Maintenance of current Arizona registration as a Registered Land Surveyor is a condition of employment.
  • A criminal background check is required to determine suitability for hire.
  • May require possessing and maintaining a valid driver's license, with no DUIs or major traffic citations within the last three years.
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
