**Job Summary:
The Regional Operations Manager is a key leadership position responsible for overseeing the entire operations of a housing community portfolio. This role requires a strategic thinker who can manage all phases of operations, including personnel, leasing, maintenance, financial, administration, and risk management.
Key Responsibilities:
Personnel Management:
- Develop and implement effective personnel management strategies to ensure the effectiveness of on-site staff.
- Provide ongoing training, coaching, and guidance to staff to ensure compliance with company policies and procedures.
- Deal effectively with performance problems, document issues, and communicate with direct supervisors and HR as necessary.
- Prepare and approve salary increases for community managers and other team members.
- Ensure all counseling statements, written evaluations, and salary requests are provided for review and delivered to the Human Resource department.
- Approve timesheets and ensure hours are accurate, vacation and sick time are reported, and signatures are available.
Financial Management:
- Achieve the highest possible net operating income through effective cost control and revenue and leasing improvement strategies.
- Develop yearly operating budgets and forecasts.
- Provide monthly written evaluations of income and expense line items that are significantly over budget.
- Provide capital improvement suggestions for the future of the site.
- Monitor all proposals and contracts for large projects at sites and check work in progress.
- Monitor and maintain the timely receipt and reconciliation of deposits, rent collections, and charges.
- Monitor and approve the timely receipt, reconciliation, and coding of all vendor invoices.
Strategic Leasing Management:
- Develop a yearly marketing plan and utilize marketing strategies and systems.
- Provide marketing strategies to generate rentals or for rent increases.
- Ensure staff leasing techniques are effective in obtaining closure, follow-up procedures are met, and reporting systems are accurate and up-to-date.
- Deal with resident complaints, concerns, and requests to ensure resident satisfaction.
- Develop and implement resident retention programs.
Administrative and Maintenance Management:
- Ensure all administrative and leasing reporting is accurate, complete, and submitted on a timely basis.
- Assist with the emergency team for the property and ensure proper response and handling of all property emergencies within company guidelines.
- Manage excellent customer service and monitor service request turnaround and responsiveness of maintenance staff.
- Maintain property appearance and ensure repairs are noted and completed on a timely basis.
- Plan for and utilize property resources, equipment, and supplies economically.
Travel:
- This position entails travel, estimated at 25-50% of work time annually, for property visits, conferences, training sessions, or other business-related activities.
Education and Experience:
- Class C property management experience required.
- Support to multiple ownership groups required.
- High School Diploma or Equivalent; Bachelor's degree preferred or four years experience in the housing industry; or one to two years related experience and/or training; or equivalent combination of education and experience.
- Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.
- Ability to understand and perform all on-site software functions; basic computer skills required.
- Must have basic knowledge of Fair Housing Laws and OSHA requirements.
