Job SummaryWe are seeking a highly skilled Procurement Specialist to join our team at the City of Kannapolis, NC. As a key member of our procurement team, you will be responsible for providing paraprofessional support in procurement, purchasing, and contracting activities for all City departments.
Key Responsibilities- Reconcile all City purchasing cards monthly statements, reviewing budget codes, sales tax, and receipts for discrepancies and policy compliance.
- Manage the process and procedures of surplus property disposal, obtaining approval to declare City property and equipment as surplus, determining disposal method, and selling/disposing of items in accordance with NC statutes.
- Assist with and participate in reviewing the purchase order process, including reviewing requisitions and compliance with purchasing policies and NC General Statutes.
- Assist with and participate in training, educating, and answering questions for City staff regarding procurement utilizing statutory guidelines, policies, and procedures.
- Assist with and participate in the formal and informal bid processes, including advertisement, schedule and addenda posting, bid opening, evaluation, and notice of award.
- Participate in reconciling the City's monthly cell phone invoice.
- Perform a variety of procurement and purchasing special projects as assigned.
- May back-up Purchasing Manager in their absence as assigned.
- Attend professional development workshops and conferences to keep abreast of trends and laws in procurement.
- Knowledge of North Carolina statutory provisions controlling purchasing and construction contracts.
- General knowledge of modern purchasing methods and procedures.
- General knowledge of various grades and qualities of a variety of materials, supplies, and equipment used by municipalities.
- Working knowledge of accounting in relation to procurement and purchasing.
- Ability to interpret and explain laws and procedures relating to the purchasing process.
- Ability to develop bid specifications and evaluate bids.
- Ability to solve problems, exercise initiative, and independent judgment within scope of responsibility.
- Ability to attend work regularly and establish and maintain effective working relationships with the public, vendors, management, government officials, and other employees.
- Ability to express ideas clearly and concisely, orally and in writing.
Education equivalent to an associate degree from an accredited college or university with major course work in business administration, finance, or related field and one year experience in processing commodities or services purchases, invoices, billing, or similar related experience; or an equivalent combination of education and experience.
