L3Harris Technologies is in search of a skilled Project Engineering Specialist to enhance our Engineering team within the Commercial Aviation Solutions division.

The Project Engineering Specialist (PES) oversees the technical dimensions of specific projects, ensuring that technical, scheduling, and financial objectives are achieved.


The PES operates similarly to a Program Manager (PM), with a primary focus on functional aspects while the PM serves as the main client.

The PES acts as both a project manager and a technical authority/expert.


The responsibilities of a PES are extensive and may cover various stages of a product's lifecycle, including Pursuit, Development, Production, or Post-Delivery Support.

With a strong technical background, the individual will coordinate and lead engineering product development initiatives.


The PES is responsible for planning, scheduling, and directing engineering support for assigned projects, ensuring the team adheres to the plan through proactive engagement, consistent communication, and focused risk management.


The PES holds authority over all engineering resources related to the project and must continuously collaborate with engineering leadership to secure necessary resources and support.


The PES leads the engineering team towards success, delivering high-quality, error-free technical outputs, including those from subcontractors, to the PM and L3Harris clients on time and within budget.

Maintaining transparent communication with the PM, engineering functions, team members, suppliers, and clients is essential.


Key Responsibilities:

Collaborate with the Program Manager and Integrated Product Teams to ensure program success by defining and meeting technical, scheduling, and financial targets.

Engage with cross-functional leaders to advocate for the program's needs while balancing the demands of competing division priorities.

Work closely with clients on technical and contractual requirements, anticipating and addressing their needs to ensure complete satisfaction and foster ongoing business growth; negotiate as necessary to achieve positive outcomes.

In conjunction with the PM and Proposal Lead, break down business cases and customer contract requirements into Work Breakdown Structure (WBS) elements, assist in developing detailed Basis of Estimates (BOEs), construct feasible schedules (IMS), and identify technical deliverables along with associated program risks and opportunities.

Oversee requirements definition, verification, and distribution, technical baseline development, resource identification and allocation, design trade studies, preliminary and detailed design, system testing, qualification testing, and ensure successful handoff to Production.


Act as the central point for all engineering development, product definition, resource allocation, task assignment, and decision-making necessary to fulfill the project charter.

Manage the performance of the engineering team assigned to the program and oversee their contributions through a matrix structure.

Communicate effectively with the PM and serve as a leader within the project team, fostering a collaborative, trust-based relationship to ensure all team members have access to the latest information.

Collaborate with Division Leadership and functional groups to support various meetings and reviews required to meet business objectives and commitments.


Qualifications:
Possesses strong knowledge of the job area, typically recognized as having a specialty within the discipline. May have broad knowledge of project management. A Bachelor's Degree with a minimum of 6 years of relevant experience, or a Graduate Degree with at least 4 years of related experience. Alternatively, a minimum of 10 years of relevant experience may substitute for a degree.
Practical knowledge of the product lifecycle, including obsolescence management, is essential.
Familiarity with project management principles, including Earned Value and Risk/Scope Management, is required.
Advanced education combined with experience typically provides the necessary knowledge of the job area.

Preferred Skills:
Working knowledge of resource-loaded scheduling and proficiency in Microsoft Project 2016.
Experience with DO-178, DO-254, and DO-160 product development is advantageous.
