Description

Your role within the department involves overseeing and directing engineering and construction management initiatives. This includes the design and execution of municipal public works projects such as roadways, utility networks, reservoirs, treatment facilities, and other assigned ventures. Responsibilities encompass preparing detailed plans and specifications, conducting engineering analyses, managing contract services, and addressing inquiries from the public, developers, contractors, engineering professionals, and City personnel regarding engineering and development undertakings. Additionally, this position provides support for private development assessments.

Key Responsibilities

Project Management
  • Oversee, coordinate, and track the progress of assigned projects throughout all phases of development, including the construction of public works facilities.
  • Act as the project manager for designated projects from inception to completion; develop bid requests and award contracts; supervise the work of consulting engineers and contractors; review plans; monitor project advancement; inspect work for compliance with specifications; recommend approval of payments and change orders; finalize projects and present outcomes for approval.
  • Manage consultant design contracts, ensuring technical adequacy and financial oversight; prepare necessary reports.
  • Evaluate City infrastructure and devise plans/projects to maintain operational efficiency.
  • Conduct engineering studies or oversee studies performed by consultants to formulate comprehensive plans, including alternative analyses for project development.

Compliance Assurance
  • Review plans for development projects; participate in meetings with City staff and developers to discuss project proposals and public works requirements.
  • Conduct reviews for private developments within the City; assess pre-application submissions; ensure adherence to City design standards and regulations; approve plans.
  • Perform inspections for private developments to confirm compliance with approved engineering plans.
  • Prepare or supervise the creation of plans and specifications for public works projects from initial design through to construction.

Funding Research & Forecasting
  • Conduct cost/benefit analyses for project alternatives; present recommendations to management for approval.
  • Represent the City in regional discussions and identify potential funding sources for projects.
  • Assist management in preparing the Engineering Division's annual budget requests.
  • Monitor capital project expenditures against authorized budget limits, including design, construction, and staffing costs.

Customer Service & Collaboration
  • Address inquiries from the public, developers, contractors, engineering professionals, and City staff regarding engineering and development projects.
  • Regularly coordinate with management on projects and provide technical support to maintenance operations.
  • Collaborate with other City departments to complete capital improvement projects; offer technical construction management assistance.
  • Attend and present at City Council meetings concerning assigned engineering projects.

Grant Writing
  • Draft grant proposals, follow up with local, state, and federal programs, and engage with granting agencies.
  • Possess a strong understanding of grants and low-interest loan programs related to public utilities, environmental concerns, water quality, and habitat preservation.

Engineering Department Support
  • Provide cross-training support to Engineering staff to assist in various roles.
  • May offer support during emergency situations.

Supervisory Responsibility

1 - Minimal supervisory responsibility for the work of others.

Typical Qualifications

Minimum Qualifications

Education: Bachelor's degree in civil engineering or a related field from an accredited institution.

Experience: Two to three years of relevant professional civil engineering experience.

Certifications: State registration as an Engineer-In-Training (EIT) and progress toward registration as a Professional Engineer in the State of Washington.

Driver's License: Washington state driver's license required.

Desirable Qualifications: Proficiency in CADD, Bluebeam, GIS, and Western Washington Hydrology Model is preferred.

Working Conditions

All staff positions at the City are required to be available to report to work during off-hours in case of emergencies and perform assigned duties. Evening meetings may be necessary.

Physical Demands

Standard office environment with frequent interaction with City staff and the public; exposure to moderate noise levels; indoor and outdoor settings; travel between sites; potential exposure to noise, dust, and inclement weather; work around heavy construction equipment; ability to communicate effectively.
