Responsibilities

- Acts as a senior analyst and management consultant in the development, execution, assessment, and reporting of the maintenance initiatives for the Area Office.

- Collaborates with various levels of Area Office personnel, encompassing management, engineering, technical support, craft personnel, and administrative staff.
- Guarantees that job plans are consistently reviewed and updated to align with contemporary maintenance and safety protocols, including the latest editions of Facilities, Instructions, Standards and Techniques (FIST) and Reclamation Safety and Health Standards (RSHS).
- Compiles diverse reports regarding maintenance planning, progress, and achievements. Highlights and advocates for successful practices and methodologies.
- Generates routine or specialized reports in MAXIMO to assist in managing preventative maintenance (PM) and corrective maintenance (CM) tasks.
- Determines job priorities and scheduling needs, coordinating with managers and lead craft personnel. Engages in the formulation of the preventative maintenance outage schedule.
- Identifies potential job hazards and safety measures, including any necessary permits and clearance prerequisites for the work. Recognizes hazardous materials and evaluates the specific work environment, recommending appropriate personal protective equipment.
- Develops job plans for both routine and intricate tasks that necessitate specialized tools, non-stock materials, engineering, and procurement assistance, and procures parts, tools, and services under micro-purchase authority. Identifies required parts to support the job and ensures their availability in the warehouse.
- Prepares justifications for time, labor, and material cost estimates, along with job task lists, flow diagrams, charts, and sketches. As assigned, acts as a Contracting Officer Representative (COR).
- Conducts basic inspections and acceptance of maintenance and repair services on equipment or facilities, or on completed deliverables in accordance with contract stipulations. Completes necessary documentation for contract closure.
- Visits job sites to assess the scope of work and materials needed to create a comprehensive job package, following up post-initiation to determine if additional planning support is required.

You must be a U.S. Citizen or U.S. National.

You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position.
You will be required to obtain a successful pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency.
Travel is required approximately 10% of the time.
You must possess or obtain certification as a Contracting Officer's Representative (COR).

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience that includes but not limited to: analyzing, planning and scheduling maintenance and preventive maintenance activities for large complex electrical and mechanical equipment and systems and/or major facilities and supporting infrastructures; experience evaluating and performing maintenance activities for dams, powerplants, switchyards, water conveyance systems, pumping plants, fish and wildlife facilities, auxiliary systems or supporting infrastructure.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all requirements, including any selective placement factors if applicable.

Education

This position does not allow substituting education for experience.
