Pima Animal Care Center serves as the open-admissions animal shelter for Tucson and Pima County, accommodating approximately 20,000 pets annually and offering a comprehensive array of animal services across a 9,000-square-mile region.

This classification is part of the unclassified service and is exempt from the Pima County Merit System Rules.
This position is eligible for the Arizona Veterinary Loan Assistance Program

Work Schedule:
Non-traditional hours, including weekends, evenings, and early mornings. (Work assignments may vary based on departmental needs and will be communicated to the applicant or incumbent by the supervisor.) Conducts daily assessments and examinations of impounded animals;
Provides necessary veterinary services to diagnose health-related issues in animals, formulates appropriate treatment plans, and administers first aid as required;
Evaluates and examines impounded and found animals that have bitten humans for rabies symptoms;
Documents rabies identification in impounded or found animals and ensures proper notification of local/state health agencies, individuals who have interacted with rabies-infected animals, and their healthcare providers;
Performs high-volume animal sterilization surgeries;
Assists in training staff on proper surgical techniques, animal evaluation, and monitoring for pre-/intra-/post-surgical signs and symptoms;
Guides staff on the preparation of sterile surgical packs, animal handling, and maintenance of sterile surgical environments;
Oversees the control, security, record-keeping, and use of controlled substances by staff at PACC, ensuring compliance with federal, state, and local laws, rules, and regulations to maintain the facility and personal Drug Enforcement Agency (DEA) licenses and permits;
Informs/advises/trains staff on animal care topics, which may include, but are not limited to, diagnosis, therapy, and treatment of impounded animals, emergency veterinary techniques, husbandry, nutrition, preventive care, first aid, and control/containment/preventive measures for communicable diseases in an animal shelter environment;
Trains/advises staff on principles and practices of animal restraint and chemical capture, detection, identification, and disposition of animal welfare/cruelty cases;
May serve as an expert witness in court regarding veterinary issues related to PACC operations

KNOWLEDGE & SKILLS :

Knowledge of:
principles, practices, and techniques of professional veterinary medicine;
principles and practices of domestic animal care and control;
applicable laws, regulations, and ordinances, including those of the DEA, related to animal and rabies control and the practice of veterinary medicine, including the control, security, and record-keeping for controlled substances used in PACC operations;
federal, state, and local laws, rules, and regulations required to maintain the facility and personal DEA licenses and permits;
Pima County Merit System Rules and Personnel Policies/Procedures;
County contracting and procurement policies and procedures;
principles and practices of personnel management and public health administration;
applicable principles and practices of disease control and public health.

Skill in:
practicing veterinary medicine in an animal care environment;
planning, coordinating, and directing animal care programs;
coordinating and administering veterinary service contracts and supervising contractors/service providers;
effectively communicating, both orally and in writing.


Graduation from an accredited veterinary school with a doctoral degree in Veterinary Medicine (DVM) or (VDM) at the time of appointment.

Selection Process :


Pima County Human Resources Department reserves the right to consider only those candidates who meet the minimum/desired qualifications.

All applications will be evaluated based on an assessment of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. Additional assessments/testing may be required as part of the selection process.

Licenses and Certifications :

A current Arizona license to practice veterinary medicine (per A.R.S et seq) and a current Drug Enforcement Agency (DEA) license for the prescription and administration of controlled substances is required at the time of appointment and must be maintained as a condition of employment.

A valid driver license is required at the time of application. A valid AZ driver license is required at the time of appointment.

The successful candidate will undergo a 39-month DOT Motor Vehicle Record review to determine suitability for operating county vehicles in accordance with Pima County administrative procedures.

Failure to obtain and maintain the required licenses and certifications shall be grounds for termination.

Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.

Work Schedule:
Non-traditional hours, including weekends, evenings, and early mornings. Completion of a rabies vaccination cycle is required within 2 months of hire. This position will require a post-job offer physical and drug screen. Medical inability to be immunized, or previous immunization, must be verified by the County Physician prior to employment. Recommended boosters are required for the duration of employment unless medically excused or physiologically unable to develop immunity. The County requires pre-employment background checks.

Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.

A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Access to a private, registered, INSURED vehicle for business travel is required (business mileage reimbursed).
