Job Overview

The successful applicant will possess a robust background in a Defense Contract Management Association (DCMA) approved setting, adept at leveraging the DoD CHESS (Computer Hardware, Enterprise Software and Solutions) platform for the issuance of Requests for Purchase (RFPs). A comprehensive understanding of the Defense Federal Acquisition Regulation (DFAR) rules and regulations governing procurement processes is essential. Under the guidance of the Procurement Director or designated administrator, the Senior Sourcing Analyst will execute procurement activities, manage the acquisition of goods and services, and ensure adherence to relevant laws, regulations, and policies.

Key Responsibilities:

  • Maintain compliance with updates and enhancements to the CHESS platform.
  • Lead the development and awarding of subcontracts for materials, supplies, and services in alignment with applicable laws and standard business practices.
  • Negotiate, prepare, and process subcontracts and procurement documents for various equipment and services, coordinating activities within the procurement unit.
  • Evaluate and analyze bid responses, ensuring compliance with established specifications and requirements.
  • Provide expert guidance to stakeholders regarding subcontracting and purchasing processes, ensuring clarity on applicable laws and policies.
  • Interpret and communicate laws, regulations, and policies related to procurement and leasing to stakeholders and prospective bidders.
  • Ensure strict adherence to FAR/DFAR in all procurement activities.
  • Develop and implement effective procurement strategies to align with organizational objectives.
  • Promote transparency and uphold ethical standards in all procurement endeavors.
  • Utilize specialized skills in subcontract management, including source selection and cost analysis.
  • Ensure comprehensive documentation and compliance with relevant policies and procedures.
  • Assess vendor performance and provide constructive feedback for enhancement.
  • Identify opportunities for process improvements in procurement and contract management.
  • Stay informed on industry trends and best practices.

Essential Qualifications:

  • Bachelor's degree in business or a related field with a minimum of 3 years of relevant experience. Alternatively, 7 years of related experience may substitute for the degree.
  • Familiarity with DCMA in an approved purchasing environment.
  • In-depth knowledge of unique procurement methods and regulations applicable to defense contracting.
  • Ability to assist the Procurement Director with a comprehensive Procurement program for an IT Defense Contractor.
  • Strong understanding of subcontract management tailored for defense operations, including negotiation and administration.
  • Experience in developing and managing subcontracts that meet DoD and Army requirements.
  • Knowledge of laws and regulations governing procurement and subcontracts specific to DoD and Army.
  • Strong negotiation skills to secure favorable terms within the defense subcontracting landscape.
  • Proficiency in Microsoft Excel and database management for process optimization.
  • Excellent communication skills for articulating procurement requirements and contract terms.
  • Able to manage multiple defense procurement projects concurrently and collaborate effectively with military stakeholders and legal teams.
  • Must be able to work on Hawaii Standard Time (HT) Monday - Friday.
  • U.S. Citizenship is required for this position.
  • Preferred candidates should possess a current DoD Secret clearance or the ability to obtain one.

Desired Qualifications:

  • On-site position preferred in Honolulu, Hawaii.
  • At least 2 years of demonstrated experience in procurement within a DCMA compliant environment.
  • Expertise in utilizing the DoD CHESS website for RFP acquisition.
  • Professional certification in procurement and contract management is desirable.
  • Experience with defense-specific procurement and subcontract management software.
