Position Purpose:

The Preschool Case Manager is responsible for coordinating the efforts of a Preschool Referral and Assessment Team and acts as a representative of the Local Education Agency (LEA) during Preschool Special Education meetings.

Minimum Qualifications:

Knowledge, Skills, and Abilities (KSAs)
  • In-depth understanding of federal, state, and local compliance regulations;
  • Thorough knowledge of eligibility criteria for preschool special education services;
  • Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint, as well as Google Apps;
  • Strong understanding of preschool assessment and child development;
  • Familiarity with Every Child Accountability & Tracking System (ECATS);
  • Proven leadership and team-building capabilities;
  • Excellent interpersonal and customer service skills;
  • Ability to independently resolve issues;
  • Competence in organizing information from diverse sources;
  • Capacity to manage confidential information;
  • Effective communication skills, both verbal and written, utilizing various techniques and tools for information sharing and collaboration;
  • Aptitude for establishing and maintaining productive working relationships with school staff, external funding agency personnel, parents, and the community.
Education, Training, and Experience
  • Bachelor's degree in Special Education or a closely related field;
  • Five years of successful experience in pre-kindergarten education;
  • Experience in the referral and placement process for determining special education eligibility;
  • Experience working with diverse cultural and socioeconomic backgrounds;
  • Experience with Transdisciplinary Play-Based Assessment.
Certification and License Requirements
  • Possess or be eligible for a North Carolina Professional Educator's License in Special Education or a related field;
  • Maintain a valid driver's license in accordance with North Carolina regulations.
Preferred Qualifications:
  • Master's degree in Special Education or a related service field;
  • Birth-Kindergarten North Carolina Professional Educator's License.
Essential Duties and Responsibilities:
  1. Act as the team leader for the Preschool Special Education Assessment Team.
  2. Organize and facilitate weekly team meetings and additional meetings as necessary.
  3. Review referral information and collaborate with parents and referring agencies to gather required additional information.
  4. Represent the LEA in meetings concerning children on the team's caseload and others undergoing the referral process.
  5. Ensure adherence to procedural guidelines and inform parents of their rights.
  6. Notify the multidisciplinary team of new referrals and present relevant referral information.
  7. Maintain communication with parents throughout the referral and evaluation process, securing interpreters as needed for calls and meetings.
  8. Keep accurate records of caseload information (files, ECATS, OASIS log) and provide data upon request, striving for compliance with Federal Indicators.
  9. Coordinate and schedule referrals, evaluations, eligibility, and initial IEP meetings, ensuring all necessary details (paperwork and team members) are prepared.
  10. Perform other related duties as assigned.
Work Environment/Physical Requirements

This position operates in a professional office setting with a generally low to moderate noise level. The role frequently utilizes standard office equipment such as computers, scanners, and copiers. Interaction with school staff, students, parents, external funding agencies, and the community is common. The work is classified as light physical activity, requiring the ability to exert up to ten pounds of force. Driving automotive equipment is also a requirement.
