Position: Information Technology Project Manager (ITPM)
Objective: The ITR facility is in search of a skilled, full-time professional to take on the role of Information Technology Project Manager (ITPM) responsible for overseeing a suite of information security initiatives. This role will be accountable to the Portfolio Management Group Leader for project assignments and guidance, while also having a matrixed reporting structure to the Cyber Operations and Engineering Group Leader. The candidate must be prepared to work onsite and possess the ability to secure a federal security clearance.
Key ResponsibilitiesThe ideal candidate will manage a collection of information security projects by applying industry-standard best practices and adhering to laboratory and division project management protocols. Responsibilities include:
- Planning and Budgeting: Define project requirements and determine the most effective project management methodologies for various initiatives. Develop work breakdown structures, project management plans, and backlog definitions, as well as create project budgets and resource plans in collaboration with sponsors and finance personnel.
- Leadership: Assemble and lead project teams to achieve project objectives and deliverables. Ensure timely delivery of projects within defined scope and budget while maintaining quality standards. Provide guidance and mentorship to team members on methodologies, including agile practices.
- Communication: Implement effective communication strategies to keep all stakeholders informed about project progress. Collaborate with project sponsors, IT leadership, subject matter experts, and other relevant resources to build trust and foster relationships.
- Risk Management: Identify and assess project risks and issues, propose mitigation strategies, and escalate concerns as necessary.
- Project Recovery: Take charge of assessing project challenges, implementing corrective measures, and establishing new project baselines when needed.
- Mentoring: Promote project management best practices by offering insights, recommendations, and support to IT and research personnel to enhance overall project management capabilities.
- Reporting: Prepare and deliver presentations, reports, and dashboards, providing strategic recommendations and insights related to project performance.
Basic Requirements:
- Bachelor's degree in computer science, business management, information systems, or a related field.
- A minimum of five years of relevant project management experience, including at least two years in a project management capacity, with a solid understanding of IT infrastructure, software, databases, and cybersecurity systems.
- Proven experience in IT project work, application development, and significant technology deployments.
- Comprehensive knowledge of project management methodologies, particularly in managing IT projects using best practices such as Agile.
- Capability to obtain and maintain a DOE Q Clearance, with adherence to workplace substance abuse testing protocols.
Preferred Qualifications:
- Advanced degree in project management, business management, computer science, or a related discipline.
- Experience with IT-specific project management methodologies, particularly Agile.
- Relevant certifications such as Scaled Agile Framework (SAFe), Certified Scrum Master (CSM), or Project Management Institute Agile Certified Practitioner (PMI-ACP).
- Background in information security or cybersecurity, supported by education and/or certifications.
- Ability to manage multiple assignments independently with minimal supervision.
- Strong interpersonal skills for effective collaboration in a matrix environment.
- Excellent communication skills across all organizational levels and with external stakeholders.
- Demonstrated capability to mentor project staff in the application of project management best practices.
- Familiarity with tools such as Microsoft Office, Microsoft Project, Atlassian suite, Elastic, and ServiceNow.
